AGREE to place on the November 5, 1996, ballot an advisory measure which asks the voters whether the Board of Supervisors should establish a Charter Commission. 2. APPROVE the following ballot language for the advisory measure: "Shall the Board of Supervisors establish a Citizens Commission on Local -Government Efficiency, the majority of whom shall be from outside government, to examine issues related to local government for the purpose of making government in Contra Costa more cost efficient and effective, to draft and present a County Charter to the Board of Supervisors for possible submission to local voters at a subsequent election?" 3. REQUEST Supervisor DeSaulnier to return to the Board of Supervisors no later than August 6, 1996 with language for a proposed ballot argument in favor of the measure which- outlines some of the advantages of being a Charter County. ATTESTED June 25, 1996 Contact: Supervisor DeSaulnier PHIL BATCHELOR,CLERK OF THE BOARD OF cc: County Administrator SUPERVISORS AND COUNTY ADMINISTRATOR County Counsel County Clerk-Recorder Assistant County Registrar of Voters BY / DEPUTY 1 ,y BACKGROUND: On May 14, 1996, the Board of Supervisors authorized me to make presentations to several organizations regarding the possibility that we would place on the November ballot an advisory measure asking the voters whether we should establish a Charter Commission to draw up a charter for Contra Costa County. The Board also authorized me to report back on the result of those meetings in June and asked that I provide ballot language for the Board to consider. I have made presentations to the Public Managers Association, City-County Relations Committee, Mayors' Conference and a Committee of the Contra Costa Council. I have met with the Chair of the Special Districts' Association, and with the Superintendent of the Mt. Diablo Unified School District. The presentation has been well received by each of these groups. I have met with Assemblyman Rainey and sought his support and guidance with this proposal. I am now suggesting that the Board of Supervisors go ahead and place a measure on the November ballot and approve the ballot language as noted above. Between now and the election we will work on the exact composition of the Charter Commission and outline a specific charge to the Commission for the Board of Supervisors to approve. We will also attempt to work out the details of staffing the Commission and financing staff and other support services for the Commission. I will make periodic reports to the Board of Supervisors between now and November to keep the Board up-to-date on developments. -2-
