SUBJECT:
RESOLVE to support the Governor's January Budget recommendations for funding for
the Greater Avenues for Independence (GAIN) Program for FY 96/ 97.
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)8 BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION:
RESOLVE that GAIN remain funded at least at the level of FY 1995-1996, or
that funding to counties be increased from that level. Further resolve that
GAIN funding for FY 1996-1997 not be cut by $40 million, as proposed by the
California Assembly.
FISCAL:
Per California Department of Social Services County Fiscal Letter No. 95/96-26,
the Contra Costa County GAIN allocation for FY 1995 - 1996 was
$5,283,914, of which $2,558,687 were Federal funds and $2,167,790 were
State funds. The County required share was $496,705.
Because Contra Costa County is one of the largest counties in the state, a $40
million cut statewide could mean a decrease in state and federal funds of up to
$800,000 to Contra Costa, putting an increased burden on county taxpayers.
BACKGROUND:
GAIN is the employment/training program serving employable adults who are
recipients of AFDC. With the implementation of AB 1371 in August, 1995, and
the possibility of time-limited welfare benefits with Federal Block Grants, the
plan for FY 1995 - 1996 focuses even more on welfare recipients getting jobs in
the shortest time possible. The Assembly-proposed decrease in funding would
severely limit the availability of support to AFDC recipients seeking employment.

RESOLUTION NO. 96/283
Subject: Urge Legislature and Governor to fully fund GAIN program for FY 1996-97.
WHEREAS, California's GAIN Program has been evaluated as the most successful
welfare-to-work program ever studies; and in Contra Costa County in FY 1994-1995
supported 911 welfare recipients into unsubsidized employment;
WHEREAS, passage of AB 1371 (Weggeland) in 1995 further strengthened the
GAIN Program by making it more employment focused;
WHEREAS, a fully funded GAIN Program is absolutely critical to the success of
welfare reform;
WHEREAS, current funding levels for GAIN allow only one-quarter of all mandatory
participants statewide to take advantage of GAIN services and, in Contra Costa County,
only 2,980 individuals of the 12,600 mandatory registrants targeted for GAIN can currently
be served;
WHEREAS,the Assembly budget Committee reduced GAIN funding by $40 million
below the amount proposed in the Governor's Budget and approved by the Senate Budget
Committee;
WHEREAS, a cut of this magnitude, representing roughly 15 percent of all GAIN
funds, would be devastating to counties' ability to transition AFDC recipients from welfare
to self-sufficiency;
NOW, THEREFORE, BE IT RESOLVED, that the Board of Supervisors of Contra
Costa County urges the Legislature and the Governor to fully fund the GAIN Program. At
the very least, the Legislature and the Governor must fund the GAIN Program at the level
proposed by the Governor and approved by the Senate.
