SUBJECT: Reallocation of Child Care Affordability Funds within the Community Services
Department
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION(S):
1. APPROVE the expenditure of$49,850 in 1995-96 Child Care Affordability Funds for start-up
expenses including legal, consulting, financing, appraisal and transaction fees associated with
the County leasing of Balboa School for provision of child care services.
BACKGROUND/REASON(S) FOR RECOMMENDATION(S):
On May 6, 1996, the Finance Committee considered a request by the Community Services
Department to reallocate 1995-96 Child Care Affordability Funds, originally proposed for the
acquisition of the Maritime and Powers Child Care Centers in Richmond, toward the lease of the
Balboa Child Care Center in Richmond (see attached department memo). The Committee tentatively
approved the reallocation pending additional information relative to the lease arrangements for
Balboa School.
On June 17, 1996, the Committee reviewed the details of the leasing arrangement and approved the
reallocation of funds. Details are included in the attached memo.

SUBJECT: Request To Reallocate FY 1995-96 Child Care
Affordability
The purpose of this memorandum is to request that the Finance
Committee authorize the reallocation of FY 1995-96 Child Care
Affordability funds in the amount of $49,850 to acquire the Balboa
child care center in Richmond.
A total of $99,700 was originally awarded to the Department in FY
94-95 and FY 95-96 Child Care Affordability funds to acquire the
Maritime and Powers child care centers in Richmond.
The Department was able to secure both properties at an_acquisition
cost lower than originally anticipated. While the FY 1994-95
allocation of $49,850 was used towards the acquisition, it was not
necessary to use the FY 1995-96 allocation of $49,850.
The Department would like to use this allocation instead to acquire

the Balboa child care center, which is also in Richmond. The center
currently provides Child Development and Head Start services to low f
income children and families residing in west County. The acquisition
of this site for the Department's children's programs would greatly
benefit the County's continuing commitment of providing quality
children's services to our citizens in west County.

SUBJECT: Report on the Balboa Scoo ite Project
The County Community Services Department currently occupies the Balboa School
facility on a short-term lease. The Balboa School Site Project will provide the County
with a long term lease at the lowest possible cost from a community services oriented non
profit corporation. The proposed agreement is structured as follows.
1. The Northern California Council for the Community, Inc. will purchase the
property for $850,000 from the West Contra Costa Unified School District and
lease the entire site to .the County for 20 years. The County will cover its rent
obligations with revenue from Head Start, Child Development, and other programs
and activities utilizing the site.
2. The Council will fund the purchase with a loan of approximately $550,000 from a
commercial bank and a five-year carryback loan from the District in the amount of
approximately $300,000.
3. The Council which is a qualified recipient of tax deductible gifts, will apply for
various foundation grants and private gifts each year to fully retire the obligation
to the District. As the principal balance is reduced, the rent to the County will also
be proportionately reduced. As additional uses and facilities are developed on this
large site, the rent will also be spread over a broader revenue base.
The County has submitted a lease to the Council which is under review and discussion.
When this lease has been approved by the Council, it will proceed with a purchase
agreement with the School District, subject to financing and approval by the County on
cost and terms. When the lease is approved by the Board of Supervisors, the Council will

complete its financing arrangements.
The County and the Council have project start-up expenses for legal fees, consulting
services, finance, appraisal, and transaction fees, and staff services. The reallocation of
1995-96 TOT Funds in the amount of $49,850 and a similar allocation for 1996-97 is
needed to meet development expenses for the Balboa School Site Project.
