RECOMMENDATIONS APPROVE the reallocation and DIRECT the Auditor-Controller to transfer $40, 764 of FY 1994/95 funds, from Community Development Block Grant project 21-89 (acquisition of Balboa School) to 96-74-OP (acquisition and rehabilitation of Office coaches) DIRECT the Community Development Department to enter into an Interagency Agreement with the Community Services Department for the acquisition and rehabilitation of the Office coaches with the conditions as described . in -attachment A. FISCAL IMPACT None ( 100% U. S . Department of Housing and Urban Development funds) BACKGROUND/REASONS FOR RECOMMENDATIONS Funds were reallocated in June of 1995 for the acquisition of the Balboa School Site. Since that time it has been determined that it is more cost effective to enter into a lease/purchase agreement with a non-profit who is acquiring the site. Although the funds are no longer needed for site acquisition the Community Services Department has an opportunity to acquire office coaches, which are located at Balboa School, to house a Family Support Center. The program will be initially directed towards families currently participating in the Head Start program also located at the Balboa School site. In addition the Head Start, Child Development together with the Family Support Center will be targeting under served . low-income neighborhoods in the City of E1 Cerrito, for participation in those programs . The Balboa School Facility is located at 57th and Madison Streets in the City of Richmond. Federal regulation requires grantees to make the following determinations prior to providing CDBG funds for any project located outside an grantees jurisdiction: • The project is necessary to further the purposes of the Act • The project furthers the County's community development objectives • The project provides reasonable benefits to the residents of the Urban County. CDBG staff has reviewed the project application and has determined that the project meets the national objective and is an eligible activity as described by CDBG regulations . The project meets the community development needs of the County as described in the Consolidated Plan and annual Action Plan. It can be determined that the project benefits Urban County residents provided that the Family Service Center targets and provides services to Urban County residents living in the City of E1 Cerrito. The conditions as described in Attachment A will ensure compliance with Federal regulation and the intent of the Act. 676 76 Attachment A- 1 . The City of E1 Cerrito, especially those areas identified has having high percentages of low-and moderate-income households, be targeted for participation in programs located at the Balboa School facility. 2 . Program associated with the Family Service Center primarily serve low-and moderate income families . 3 . The Acquisition and renovation be completed by December 31, 1996 and that programs be implemented by June 1, 1997 4 . Community Services Department staff confer and coordinate programs with the Service Integration Team located at the Brookside facility in order to reduce duplication of efforts . 5 . The coaches be used for a minimum of seven (7) years for programs that assist low-and moderate- income residents that serve and are needed by Urban County residents . 6 . If for any reason this project or other CDBG eligible projects cannot be carried out or are discontinued prior to the seven years, any proceeds from the sale of the coaches shall be returned to the CDBG program.
