ACCEPT TERMINATION OF CONTRACT WITH TECHNICAL DATA CORPORATION AND
APPROVE CONTRACT WITH STEPHANIE B. GANTT dba SBG ASSOCIATES
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
1 . ACCEPT the request to terminate the contract with Technical Data
Corporation to monitor the Minority and Women Business Enterprise
(MBE/WBE) and minority and female workforce at the project site for the
Merrithew Memorial Replacement Hospital effective July 1, 1996 .
2 . APPROVE and AUTHORIZE the County Administrator, or Designee, to execute
a contract in the amount of $60,000 with Stephanie B. Gantt dba SBG
Associates to monitor the MBE/WBE compliance and the Affirmative Action
and Equal Employment Opportunity requirements set forth in the
construction documents for the Merrithew Memorial Replacement Hospital
project effective July 1, 1996 . .
BACKGROUND:
The Board awarded the construction contract for the Hospital Replacement
Project to Centex Golden Construction Company (CGCC) . The MBE/WBE goals for
the project are 14% MBE participation and 6% WBE participation. Participa-
tion in the Centex Golden bid was 3 . 14% MBE participation and .47% WBE
participation. Staff continues to review every opportunity to increase this
participation in order to meet and exceed these goals . The project currently
has attained 6 . 17% MBE participation and . 89% WBE participation.
The workforce goals for this project are 25 . 7% minority participation and
6 . 9% female participation. We are currently monitoring and evaluating the
contractor and subcontractors participation in meeting these goals .
Doug Crosby, President of Technical Data Corporation dba TDC' s contract was
terminated (attachment) with Contra Costa County. The contract required

the hospital specifications . In view of the termination of the contract, it
is recommended that the Board accept this request.
Staff contacted another firm and entered into contract negotiations with that
firm who agreed to the same contract terms and conditions, including fees .
The contract presented to you by the County Administrator is for Stephanie B.
Gantt dba SBG Associates . SBG Associates has worked with MBE/WBE compliance
review and Affirmative Action/Equal Employment Opportunity compliance
monitoring on several projects including the Cypress Freeway.
This project has high visibility among labor unions, community groups, and
the County' s Advisory Council on Equal Employment Opportunity. There will be
no lost time between contracts . The Technical Data Corporation contract
would end June 30, 1996 and the Stephanie B. Gantt dba SBG Associates
contract would begin July 1, 1996 . The change in consultants should occur
smoothly and without any adverse impact on review and compliance issues .

Subject: Termination of Contract
The Advisory Council on Equal Employment Opportunity and County
staff have been concerned about the quality and content of the
reports submitted by Technical Data Corporation (TDC) on the
monitoring of the Merrithew Memorial Hospital Replacement Project.
The attached letter to TDC terminates their contract and County
staff is in the process of contacting agencies and individuals
interested in working for the County as a temporary Contract
Compliance Specialist only for the duration of the Hospital
Project.
The March report from Centex Golden Construction Company has been
reviewed and submitted as a part of this month ' s Hospital Progress
Report. Technical Data Corporation will be submitting April and
May' s monthly analysis of minority and female workforce
participation and additional Minority Business Enterprise (MBE) and
Woman Business Enterprise (WBE) participation as a part of their
close out report.
Technical Data Corporation' s contract is terminated effective June
30 , 1996 and the temporary employee is expected to start July 1 ,
1996 . We anticipate no delays in the monitoring of our hospital
project.

Dear Mr. Crosby-
As you know, the Advisory Council and County staff have been concerned about the quality and
content of the reports from Technical Data Corporation (TDC) in recent months. Unfortunately,
the relationship regarding these matters has deteriorated rather than improved. After discussion with
the Advisory Council chair and Affirmative Action Officer, they recommend and I concur that it
would be in the mutual best interest of the County and TDC to terminate the contract effective June
30, 1996. Your contract requires thirty-day advance written notice and that notice is given by this
letter.
I want to thank you for the assistance given to our County for the past five months. In the next 30
days, we would appreciate a close-out report from TDC as of June 1, 1996, based on your analysis
of May data. If you have any questions, please contact me.
