FINANCIAL IMPACT: The State Family Preservation Project is funded 100% from funds allocated to Contra Costa as a separate allocation under Child Welfare Services. Funding for these contracts is included in the department's FY 1996-97 budget. The State Allocation for 96/97 is based on past years performance/expenditure. This project provides intensive, family centered, home-based services geared toward strengthening families and preventing placements outside the home. The program is highly successful. In the last three years the program has helped approximately 75% of the children remain with their families and thereby avoided more costly and less affective placement outside the home. These contractors provide either family support services or intensive, in-home, family-based support services under the Family Preservation Project and have done so for several years.
