SUBJECT: APPROVE and AUTHORIZE the Social Service Director, or designee,
to RENEW the six State funded Family Preservation Project
contracts for the 96/97 fiscal year.

RECOMMENDATION:
APPROVE and AUTHORIZE the Social Service Director, or designee,
to RENEW the following six Family Preservation Project contracts
for the 96/97 fiscal year, allowing a continuation of service
under the State Funded Family Preservation Program.

FINANCIAL IMPACT:
The State Family Preservation Project is funded 100% from funds
allocated to Contra Costa as a separate allocation under Child
Welfare Services. Funding for these contracts is included in the
department's FY 1996-97 budget.

O 'BACKGAOUND
For six years, the department has been successful in saving State
Foster Care Aid Funds through the Family Preservation and Support
Program. The State Allocation for 96/97 is based on past years
performance/expenditure. This project provides intensive, family
centered, home-based services geared toward strengthening
families and preventing placements outside the home. The program
is highly successful. In the last three years the program has
helped approximately 75% of the children remain with their
families and thereby avoided more costly and less affective
placement outside the home. These contractors provide either
family support services or intensive, in-home, family-based
support services under the Family Preservation Project and have
done so for several years.
