SUBJECT: Assembly Bill 3201
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
I. Recommended Action:
Request amendment to Assembly Bill 3201 by Assemblywoman Escutia by adding regional projects with
substantial local funding as another high priority project category for State Infrastructure Bank
assistance.

III. Reasons for Recommendations and Background:
As part of the National Highway System Legislation, Congress also created a demonstration project
called"State Infrastructure Bank(SIB)". Participating states will be allowed to put a portion of the Federal
apportionment in the"Bank." The "Bank" then can either loan the money to local transportation projects
in the State or use the funds as guarantee for revenue bonds to build transportation projects. California
has requested to be a demonstration state. Assembly Bill 3201 will implement the SIB when and if the
Federal Highway Administration approves California's request.
Assembly Bill 3201, as proposed,will also make"Intermodal Corridor of Economic Significance" projects
high priority for funding under the SIB. We recommend that to be consistent with the spirit of the Federal
Law, that regional projects with substantial local funding should also be considered as high priority
projects. The State Route 4 improvements from Interstate 80 to and including the State Route 4 Bypass
will qualify as high priority with this suggested amendment.
IV. Consequences of Negative Action:
The Board's desire will not be known and the State Route 4 projects may miss a chance to
advance its construction schedule.

Following consideration of the Transportation Committee recommendation,
the Board APPROVED the recommendation with the notation that the
Board has identified out of the whole Highway 4 Corridor, the Franklin
Canyon Gap Closure Project as the first priority with the greatest safety
concerns, and that the second priority is other sections of Highway 4 not
included in the State Route 4 Bypass including sections from Bay Point to
Railroad Avenue and East.
Further, the Board AFFIRMED its continuing opposition to the California
Toll Road concept, including the franchise that has currently been passed
by the legislature.
