SUBJECT: Membership Modification of the Countywide Bicycle Advisory Committee
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
I. Recommended Action:
APPROVE the following modifications to the Countywide Bicycle Advisory Committee:
A. California Highway Patrol: Delete from membership and use as a resource on an as needed
basis.
B. Superintendent of Schools: Delete from membership and use as a resource on an as needed
basis.
C. Increase membership of bicycle organizations from 5 up to 8, with the three increased
positions filled as interested organizations are identified to serve on the committee.
D. Appoint the following to the Countywide Bicycle Advisory Committee in the capacity of a
bicycle organization:
Cathy Nowicki
Diablo Cyclists
P.O. Box 30263
Walnut Creek, CA 94598
H. Financial Impact:
No impact to the County General Fund.

III. Reasons for Recommendations and Background:
On May 21,1996 the Board of Supervisors referred to the Transportation Committee a recommendation of
the Countywide Bicycle Advisory Committee (CBAC) to revise committee membership. The referral was
based upon a letter from the Countywide Bicycle Advisory Committee dated April 12, 1996. The CBAC has
recently completed the Countywide Bicycle Action Plan and has discussed their goals for 1996. As part of
the discussion on their annual goals, the committee expressed concern that some of the committee members
rarely, if ever, attended the meetings. A subcommittee was formed to review the number of attendances of
past meetings and to contact those members who had not regularly attended to find out why they did not
attend. The subcommittee discovered that the California Highway Patrol and the Superintendent of Schools
have not attended any meetings. However, both expressed an interest in being a resource to the committee
on an as needed basis as issues come up that relate to the California Highway Patrol or the Superintendent
of Schools. As a result, the committee has recommended deleting the California Highway Patrol and
Superintendent of Schools from the committee membership.
The committee is also recommending an increase in the number of Bicycle Organizations on the committee
from 5 to 8. These three additional member positions would be flexible in that they would only be filled as
organizations are identified that would be interested to sit on the committee. This would allow committee
membership of bicycle organizations to fluctuate between 5 and 8 members. One additional bicycle
organization interested in serving on the committee is the Diablo Cyclists and the committee is recommending
that Cathy Nowicki from that organization be appointed to the committee.
IV. Consequences of Negative Action:
The recommendations of the Countywide Bicycle Advisory Committee would not be addressed or acted on.
