FLOOD CONTROL AND WATER CONSERVATION DISTRICT
Adopted this Order on June 25, 1996 by the following vote:
AYES: Supervisors Rogers, Bishop, DeSaulnier, Torlakson, Smith
NOES: None
ABSENT: None
ABSTAIN: None RESOLUTION N096/281
SUBJECT: APPROVE DEPOSITS BY THE FLOOD CONTROL DISTRICT,ZONE 3B AND DRAINAGE AREA 16 TO
FLOOD CONTROL REVOLVING FUND AND LOANS TO ZONES 1, 8,AND 8A AND DRAINAGE AREAS
10, 30A, 40A, 105 AND 106.
WHEREAS the following entities have amounts of funds that are temporarily not needed and are
available for deposit into the Flood Control District Revolving Fund:
Flood Control District (2505) $200,000
Zone 3B (2520) 338,000
Drainage Area 16 (2583) 35.000
Total: $573,000
WHEREAS the following entities need loans in the amounts indicated:
Zone 1 (2521) $ 70,000
Zone 8 (2530) 5,000
Zone 8A (2531) 3,000
Drainage Area 10 (2554) 70,000
Drainage Area 30A (2557) 60,000
Drainage Area 40A (2565) 60,000
Drainage Area 105 (2590) 280,000
Drainage Area 106 (2591) 25.000
Total: $573,000
WHEREAS a Revolving Fund loan is needed until next fiscal year to cover a Zone 1 loan to Drainage
Area 104 for the Lower Sand Creek Basin site acquisition; and
WHEREAS Revolving Fund loans are required for Zone 8 and 8A to cover remaining funding shortfall
from a 1994 sediment removal project, and'
WHEREAS Revolving Fund loans are required in Drainage Area 10, 30A, 40A and 105 to cover
construction costs for Line G, Laurel Basin Modifications, Mountain View Storm Drains, and Deer Creek
Basin Excavation and outfall, respectively; and
WHEREAS a Revolving Fund loan is needed for engineering costs in Drainage Area 106; and
WHEREAS said loan shall be repaid to the depositing entities within four years from the date of
disbursement from the fund from monies available to said entities through drainage fees and property
taxes. Repayment shall include interest on the unpaid balance at 6.37 percent per annum, which is the
current rate received on similar types of investments by Contra Costa County as determined by the
County Treasurer.
NOW THEREFORE BE IT REVOLVED, as the Governing Board of Contra Costa County Flood Control
and Water Conservation District, that said deposits and loans are approved.
