SUBJECT: ADOPT RESOLUTION NO. 3778 AUTHORIZING SUBMISSION OF AN APPLICATION FOR
SECTION 8 RENTAL CERTIFICATES UNDER THE FY1996 FAMILY UNIFICATION PROGRAM.
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
ADOPT Resolution No. 3778 approving submission of a funding application for Section 8 Rental Certificates under
the Fiscal Year 1996 Family Unification Program..
II. FINANCIAL IMPACT:
Contract authority will be provided by HUD for rental subsidy and administration of Section 8 Rental Certificates
receiving funding under the Fiscal Year 1996 Family Unification Program.
III. REASONS FOR RECOMMENDATION/BACKGROUND
On May 2, 1996 the U.S.Department of Housing and Urban Development(HUD)issued a notice that 32 million in
budget authority is available for Section 8 rental assistance to families who meet the regular Section 8 criteria,and whose
children are at risk of placement in out-of-home care,or delayed in returning from care,because of the families' lack of
adequate housing. This program, initiated in eleven states in FY1992 and expanded to 16 states in FY1993,has allowed over
2,900 families to move into secure and safe housing.
Again this year,public housing authorities in sixteen states,with the assistance of public child welfare agencies,are
eligible to apply for approximately 1,600 Section 8 rental certificates. The Housing Authority of the County of Contra Costa,in
conjunction with the Contra Costa County Social Services Department, is submitting an application for 50 Section 8 Rental
Certificates to be used in the Family Unification Demonstration Program.
IV. CONSEQUENCES OF NEGATIVE ACTION:
Should the Board of Commissioners elect to not adopt Resolution No.2778,the Housing Authority would be unable to
submit an application for units under the Fiscal Year 1996 Family Unification Program..

RESOLUTION AUTHORIZING SUBMISSION OF APPLICATION FOR
SECTION 8 RENTAL CERTIFICATES UNDER
FAMILY UNIFICATION PROGRAM
WHEREAS, Section 8 of Title II of the Housing and Community Development Act of 1974 provides for a program of Ho
Assistance Payments to residents of existing housing; and,
WHEREAS,the U. S. Department of Housing and Urban Development in its Notice of Funding Availability, published in
Register, has requested applications for Section 8 Rental Certificates under the Family Unification Program; and,
WHEREAS,the Housing Authority of the County of Contra Costa wishes to apply to the U. S. Department of Housing an
Development for Section 8 Rental Certificates for the Family Unification Program for FYI 996;
NOW, THEREFORE, BE IT RESOLVED THAT;
The Board of Commissioners of the Housing authority of the County of Contra Costa hereby authorizes the Execu
of the Housing Authority to file an application with HUD for Section 8 Rental Certificates for the Family Unificat
Program.
The Executive Director is further authorized to submit any additional information in support of the application wh
required by HUD.
This resolution shall take effect immediately.
PASSED AND ADOPTED ON June 25, 1996 by the following vote of the Commissioners.
AYES: Commissioners Rogers, Bishop, DeSaulnier, Torlakson, Smith
