SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
AUTHORIZE the Deputy Director-Redevelopment to execute a contract amendment with
Meyer Mohaddes Associates, Inc. increasing the contract amount by $20,000, for a total
contract amount not to exceed $115,000. The contract provides for a traffic study of circulation
improvements and land use alternatives in the Pleasant Hill BART Station Area.
FISCAL IMPACT
No General Funds are involved. Redevelopment Agency funds are to be used for the
consultant costs, with up to 50% of the $115,000 contract costs are expected to be reimbursed
by the Contra Costa Transportation Authority (Measure C) via the City of Pleasant Hill.
BACKGROUND/REASONS FOR RECOMMENDATIONS
On October 24, 1995, the Board authorized the Deputy Director-Redevelopment to execute
a contract with the firm of Larry Patterson & Associates for a traffic study of circulation
improvements and land use alternatives in the Pleasant Hill BART Station Area. In January,
1996, Larry Patterson &Associates merged with Meyer Mohaddes Associates, Inc., and thus
the name of the firm was changed to Meyer Mohaddes & Associates, Inc. This authorization
will allow the completion of the aforementioned traffic study of circulation improvements and
land use alternatives in the Pleasant Hill BART Station Area. The scope of work, the number
of work products, and the number of meetings is significantly higher than called for in the
original contract.

Subject: Pleasant Hill Specific Plan Traffic Study-Budget Status and Extra Work Request
Dear Mr. Kennedy.-
We are approaching the final stages of the Pleasant Hill BART Specific Plan Traffic Study. The
project has been very dynamic with changing needs in response to public and technical issues. We
are approaching the limit of our existing budget. With this letter we are requesting a contract
modification to increase the project budget from$95,000 to $ 115,000. Included in the request is
a reduction in the level of effort required of Public Affairs Management, Their remaining scope of
work would be limited to conducting the final public workshop and assisting with the preparation of
an executive summary of the traffic report for wide public distribution.
Attached you will find an updated projecs schedule and a tabular summary of the budget status
including an enumeration of the extra work that has or will be performed at your request as part of
the project. The extra work items include the following:
EW x: Additional Data Collection and Analysis
This work included collection of travel time and delay data along the travel routes within the
study area in response to concerns from the Technical Advisory Committee regarding the
limitations of calculated intersection levels of service in describing the actual driving
conditions in the area. This data was analyzed and will require additional analysis in the
evaluation of future traffic conditions.
• The analysis periods were expanded to include Saturday evenings in order to capture the
impacts of the proposed Entertainment Village on the BA.RT property(Site 12), The peak
activity on this site will occur between 7:00 and 9:00 PM on Saturday evenings. This data
will permit an evaluation of intersection levels of service at key study intersections under peak
theater operation when background traffic levels are lower than the traditional peak commute
periods.
Collection and analysis of driveway counts has been performed to establish existing trip
generation for office buildings within the Specific Plan Area.

EW 2: Additional Land Use Scenarios
► Active development scenarios exist for several development sites within the Specific Plan
Area. The laud uses proposed for these sites differs from that originally anticipated in the
Mixed Use land use scenario. Therefore, to provide a more compete set of alternatives and
better environmental coverage, a fourth land use scenario has been introduced. This has
required additional coordination with BART and review of available documentation regarding
the scenario. The additional scenario will be analyzed as part of the traffic study and will
require separate traffic forecasts, a complete set of level of service calculations, and may
require the development of additional mitigations beyond those required in the other land use
scenarios.
It is also anticipated that the analysis will include a"No Development" scenario(Scenario 5)
for comparison within the traffic study and EIR. The forecasts are included within the
original analysis approach. However, it is expected that additional -level of service
calculations will be required and this.alternative will be discussed within the alternatives
section of the report.
EW 3: Detailed Trap Generation Analysis
> The trip generation within each land use scenario was a sensitive issue with the TAC. This
was particularly true for the new scenario that reflects the active development proposals
(Scenario 4). This task included development of a detailed memorandum summarizing the
trip generation data collected in EW 1 and developing trip generation rates for each of the
land use types within the Specific Plan scenarios. This task also included two meetings with
BART staff, their applicant and consultant to establish consistency between the applicant's
analysis and that to be included within the Specific Plan,
EW 4: Additional Working Papers
The original scope of work included three working papers. With the controversy surrounding
the project,it was considered important to provide additional interim reports so that the TAC
could comment on the individual analysis elements before the final report is circulated. A
total of six working papers will be produced as pant of the project. Preparation of the detailed
working papers requires a considerable amount of effort beyond that originally anticipated in
the scope of work for the study.

EW 5: Additional TAC and Management Committee Meetings

i The length and complexity of the study process has required more meetings than were
originally anticipated in the study. It is anticipated that eight(8) extra meetings have or will
be required. This task includes development of meeting, agendas, meeting attendance and
follow-up on items that have required action,
EW 6: Executive Summary Additional Copies of Report
► The original scope of work originally anticipated 25 copies of the final report. This is being
increased to 100 copies plus one camera ready copy. In addition a separate executive
summary will be prepared(with assistance from Public Affairs Management).
