Grant Program Application/Annual Statement to HUD;as recommended by the Advisory Housing Commission.

Ill. REASONS FOR RECOMMENDATION/BACKGROUND
Each year the Housing Authority is required by HUD`to present an Annual Submission for the Comprehensive Grant
Program(CGP). This Submission is our application for funding under the CGP. The CGP program provides
modernization funding for public housing on a formula basis. The approximate amount of funding for federal fiscal
year 1996 is$2.2 million. Attached herewith are copies of the Housing Authority's"Five Year Strategic Planning
Statement"and Five Year projected budget for this program.
Additionally,HUD requires that a resolution must be adopted certifying that the Housing Authority will comply with
certain Federal procedural and program provisions in administering the grant. This resolution will be included with the
finalized Annual Submission. A copy of this resolution is included herewith for your information.
IV. CONSEQUENCES OF NEGATIVE ACTION:
Should the Board of Commissioners elect not to authorize these actions,the Housing Authority would be unable to
access approximately$2.2 million of funding direly needed to modernize its existing public housing stock.

COMPREHENSIVE GRANT PROGRAM
FIVE YEAR STRATEGIC PLANNING
for 1996-2000
HOUSING A UTHORITY OF THE COUNTY OF CONTRA COSTA
In 1993 the Housing Authority of the County of Contra Costa(Authority) identified approximately
$19.2 million in physical improvement needs throughout it's 14 housing developments. Much of this work has been
completed since 1993 and the remainder is scheduled to be completed in future years. Under the Comprehensive
Grant Program (CGP),the Authority anticipates receiving a total of$11,185,000 during the upcoming five-year
planning period. Of that amount,a maximum of 201/6,or$2,232,000,may be spent for management improvements
and a maximum of 10%,or$1,115,000,may be spent for administration. The Authority has budgeted the following
amounts under this grant:

Over the last thirteen years the Authority has aggressively and comprehensively modernized each of
its family developments. With some modification,the Authority expects to continue following the same general 5-
year Comprehensive Plan for Modernization followed under the old Comprehensive Improvement Assistance
Program(CLAP)and laid out in its initial CGP Comprehensive Plan. Under this plan,the Authority will finish
comprehensive modernization of all of its family development first and then work on its senior developments.
Cutbacks in funding for the FFY 1995 CGP have been severe. The Housing Authority's original formula allocation
for the Federal Fiscal Year 1995 was$3,158,408 in comparison to the anticipated $2,237,000 projected for FFY
1996 -this represents a cutback of 30%. It should be mentioned that typically HUD publishes the formula
allocations for CGP during the first quarter of each year; due to the lack of an approved Federal budget this year, no
formula allocations were published this year. The Housing Authority has been directed by HUD staff to base the
amount of funding at 87%of the amount of the final revised 1995 grant, In response to these significant cutbacks,
the Housing Authority has modified this years budget by moving back some work items previously planned to be
done in earlier years of our five year plan,moving up some work items more critical to ongoing operations and
deleting some items.
I. PHYSICAL IMPROVEMENTS
Current CGP Activity: Following is a list of the most current CGP physical improvement activities:
1. Comprehensive modernization of Los Arboles (CAO 11008),a 30 unit family development in Oakley,was
completed during the fall of 1995.
2. Lead Based Paint abatement at Las Deltas(CA011006)in North Richmond was also completed last fall; in
addition to the lead abatement work at Las Deltas,nine (9)units were modernized to provide for handicap
accessibility, closet doors were installed in all units, showers were installed in the two story buildings,central
heating was provided in the 3 &4 bedroom units,and new flooring was installed.
3. The Administration Building at Las Deltas (CA011006)in North Richmond was remodeled to provide for
handicap accessibility.

5. The Los Medanos Administration Building (CA011002)in Bay Point is currently being remodeled to provide
for handicap accessibility.
6. We have just awarded the contract for our first comprehensive modernization "senior development"project at
Casa de Serena(CAO 11013)in Bay Point. The work involves renovation of kitchens and bathrooms, lighting
improvements, replacement of sliding doors,landscaping, security gating system. remodeling the Community
Building for handicap accessibility compliance and other miscellaneous needed repairs.
7. During the late summer of 1995,the Housing Authority established a Preventive Maintenance Painting Program,
funded through CGP. The program consists of a paint crew of three individuals who are assigned to paint the
highest priority public housing sites first. The program has already made a positive impact on both the
appearance and the longevity of the buildings worked on. In addition,one of the paint crew is a resident at one
of our Public Housing Developments and was hired under the Section 3 Program which promotes the
employment of low income residents.
Planning: In addition to our current activity, several major projects funded in previous years are in the
planning stage. These include an addition to our Central Office in Martinez and lead abatement work,central
heating systems,closet doors,and gutters and downspouts at Las Deltas Annexes 1 &2 in North Richmond .
For several years,the Authority has conducted an extensive program of testing, abatement and
education regarding lead based paint hazards. All of the family developments have been tested for lead and abated
(or are currently being abated)for lead paint hazards. A risk assessment was completed last year, covering all of our
family developments. The purpose of this risk assessment was to give the Housing Authority information about the
thoroughness of the work previously accomplished and to point out additional steps that could be taken to reduce the
risk of lead exposure to the children living in our family developments. The results of this study indicate that
previous efforts have been very effective in abating lead paint hazards but in a few instances minor cleaning of lead
dust needs to be done. This special cleaning has been budgeted under previous CGP schedules.
One of the pressing problems evidenced at all of our public housing developments to varying
degrees is continued deterioration of the exterior paint surfaces. To address this problem, funds have been budgeted
under this CGP to continue the Preventive Maintenance Painting Program"established last year. This "force
account"painting crew will be assigned to paint the highest priority sites first and, in subsequent years to paint the
other sites as necessary. During inclement weather,this crew will be used to do needed interior painting of dwelling
units and administrative facilities.
As was mentioned, some earlier planned comprehensive modernization has been deferred to future
years because of impending HUD cutbacks. The comprehensive modernization of several senior developments -
CAO 11011,Hacienda, in Martinez, CAO 11012, Casa de Manana, in Oakley, and CAO 11015, Elder Winds in Antioch
have been scheduled for years one,two and three,respectively,of this application. This will make way for
budgeting other more pressing work such as repairs of hazardous walkways,refinishing of bathtubs,replacement of
roofing systems,and other deferred maintenance items as well as items identified by residents as high priority.
The Housing Authority is also proposing that funds be used to establish a pilot program to remodel
some of the scattered site dwelling units in N. Richmond(CAO 11009A&CAO 11009B)for resale,helping this
neighborhood stablize by increasing homeownership. These units,due to their isolated proximity from our
Administration Building,have historically been very difficult and expensive to manage.
II. MANAGEMENT AND ADMINISTRATIVE IMPROVEMENTS
Over the next five years,the Authority plans to use the$2,232,000 available for management and
administrative improvements to improve the agency's capabilities in these areas. For CGP Program Year 1996,of
the$446,400 earmarked for management improvements, 39%will be used to provide security guards and Deputy
Sheriffs. This will provide the flexibility to address specific security situations, as needed, at each development.

Funds are also allocated to provide a Internal Auditor to help the agency improve its internal management and fiscal
controls and a Resident Services Coordinator to help develop and coordinate resident services and capacity. In
order to more efficiently process the administrative and accounting workload, upgrades to the computer systems are
planned for central office and field offices. For the remaining years,the Authority plans to use most of its
management and administrative funding for purposes similar to the first year of this five year plan.
M. ADDITIONAL NEEDS
The Authority expects the funding levels identified above will likely change due to the uncertainty
of this year's Federal budget and HUD's "re-invention"plans. These changes will require budget and priority
adjustments as they are made. Further,accnW of additional needs during the five-year period may also cause some
shifting of the priorities as the Authority updates its five-year Action Plan each year and may result in additional
unfunded need at the end of the period. Urgent repair needs which occur during the five-year period will be factored
into the annual update of the Action Plan. Emergency work will be done immediately. Under this five-year Action
Plan,most of the developments will be brought up to HUD's modernization and energy conservation standards.
