FISCAL IMPACT No impact on the General Fund. The Redevelopment Agency will use tax increments to finance the infrastructure improvements. BACKGROUND/REASONS FOR RECOMMENDATIONS The Redevelopment Plan for the North Richmond Area, adopted by the Board of Supervisors in 1987, provided for the Agency to finance a wide variety of public improvements, including circulation improvements, in the Employment Area of North Richmond. The Redevelopment Agency's financing of circulation improvement was intended to augment and supplement County financing of circulation improvements through the Area of Benefit Program. The Public Works Department has established a North Richmond trust account for mitigation fees levied on North Richmond Area development. To formally adopt the North Richmond AOB Program, the Public Works and Community Development Departments have been working to establish a project list. The proposed North Richmond Area of Benefit has identified four (4) projects for the North Richmond AOB (Attachment 1) . The proposed projects are consistent with the Circulation Element of the General Plan, and will promote the economic development of North Richmond. The four projects and their benefits are briefly described below. 1. Parr Boulevard Widening and Overlay: The widening of Parr Blvd. to permit creation of a middle turning lane will enhance east/west access to the North Richmond Employment Area. 2 . Brookside Drive Widening: This project would interact with the Redevelopment-constructed Brookside Drive realignment to enhance access to the middle portions of the North Richmond Employment Area. 3 . Third Street/Goodrich Avenue Realignment: This project would enhance the north/south circulation within the North Richmond Employment Area. 4 . _ Pittsburg Avenue Widening and Extension: This project would provide additional access from the North Richmond Parkway to the middle portions of the North Richmond Employment Area, and permit access to landlocked development sites, one of which is owned by the County Flood Control District. To ensure that economic development in the North Richmond community is not limited by an overly burdensome AOB fee, the Agency may financially participate in the proposed infrastructure project. The Agency's participation could lower the fee structure by as much as 26%. The Public Works Department and the Redevelopment Agency staffs will jointly implement the infrastructure projects to help ensure coordinated and orderly development. Since AOB funds cannot be used to finance streetscape improvements, the Agency is committed to financing these on an as-needed basis. The North Richmond Municipal Advisory Council (MAC) reviewed the proposed North Richmond Area of Benefit (AOB) project list on June 8, 1993 . The MAC approved the AOB project list and offered the following comments: 1. The Pittsburg Avenue extension project be constructed solely by AOB and Redevelopment Agency funds; and 2 . That future preference be granted to residential street improvements as necessary and allowable by ABO Program restrictions.
