BACKGROUND: Attached is a memo from the President and the Executive Director of CSAC. Enclosed with this letter was a nine minute video opposing the State' s effort to take $2 . 6 billion in property tax revenue from local government in order to balance the State' s deficit. The video was produced jointly by CSAC and the League of California Cities . Steve Swendiman, Executive Director RE: "PRESCRIPTION FOR CHANGE: ENOUGH IS ENOUGH' VIDEO The Governor's proposed 1993/94 State Budget, if enacted, will be devastating for local government services. racing this prospect, the California State Association of Counties and the League of California Cities jointly developed the enclosed video, "Prescription for Change: Enough is Enough." This 9-minute program includes numerous alternatives for the State to consider in balancing its budget. The brochure inside the video jacket outlines the principles jointly sponsored by CSAC and the League. These principles include: local government restructuring, a multiyear expense control plan, a discussion of proposed government efficiencies and revenue stabilization and enhancement. IT IS URGENT THAT YOU TAKE THIS MESSAGE TO THE PUBLIC NOWI ONLY A FEW DAYS REMAIN TO SAVE OUR PROPERTY TAX - ACT NOWII Please utilize this video by doing the following: o Take the video to your local cable T.V. stations - ask them to show it at least 10 times in the next two weeks o Take the video to your local newspaper editorial boards, show it, and talk to them about alternatives 0 St-low the video at your board I neelinlj.s o Schedule a meeting with your legislator(s) and show the video o Show the video at county forums o Take copies to business forums o Dub additional copies of the video and distribute it to local libraries, chambers of commerce, businesses, developers, manufacturing, taxpayer organizations, community groups, etc. The Governor's proposal is bad public policy - it is your responsibility to get the word out to the public and to the Legislature.
