4. REAPPOINT to a tenant over age 62 seat on the Advisory Housing
Commission for a two-year term ending March 31, 1998:

5. DIRECT the County Administrator's Office to acknowledge the application of
JoAnn Brooks-Washington for the Advisory Housing Commission and urge
her to apply for this or other advisory boards, committees and commissions
again in the future when terms of office again expire or vacancies otherwise
occur.
6. DETERMINE whether to approve the following recommendation:
Supervisor Bishop recommends that the Board of Supervisors EXPRESS its
intent to seriously consider the geographic diversity of the Advisory Housing
Commission when the terms of at-large members of the Advisory Housing
Commission next expire to insure that the residents of West County are
adequately represented on the Commission. Supervisor Rogers does not
join in this recommendation to the extent that it involves refusing to
reappoint members who have conscientiously and adequately
performed their duties. Supervisor Rogers strongly supports the Board
considering geographic diversity when it can do so without dropping a
commissioner who is doing a good job.
BACKGROUND:
The Advisory Housing Commission is a seven member body appointed by the Board
of Supervisors. Two members of the Commission must be tenants of the Authority,
and one of those tenants must be over the age of 62. The other five seats are at-
large members. The terms of office of both of the tenant Commissioners and two of
the four at-large Commissioners expired March 31, 1996. These four are George
Brown (at-large), Richard Lujan (at-large), Julie Medina (tenant), and Edith Voorhies
(tenant over age 62). The at-large Commissioners serve four year terms. The
tenant Commissioners serve two-year terms.
On May 14, 1996, our Committee reported to the Board recommending
reappointment of the four incumbents. Because one individual protested that there
was no member of the Advisory Housing Commission from West County, our
Committee agreed to take back the recommendations and reconsider the
geographical representation on the Commission.
Our Committee met on June 3, 1996 with all four of the current members of the
Advisory Housing Commission whose terms have expired. Concern has been
expressed that we do not have a representative from West County on the
Commission. However, we also note that having a resident from West County has
not previously been identified as a criterion which would receive significant weight
in determining whom to appoint to the Commission.
Richard Martinez, Executive Director of the Housing Authority, also reminded our
Committee that the City of Richmond has its own Housing Authority which handles
both public housing and Section 8 programs. The City of San Pablo has its own

Housing Authority which operates its own public housing program. The County
Housing Authority operates the Section 8 Program for the City of San Pablo.
Therefore, a significant portion of the population in West County has other housing
authorities to serve its needs. In addition, it was noted that the individual from West
County who had addressed the Board of Supervisors on this issue is apparently
already a member of the Housing Commission in the City of Richmond.
Supervisor Rogers expressed his commitment to reappointing incumbent members
of advisory boards in the absence of serious concerns about the competence of the
incumbent, his or her attendance at meetings or behavior. Disagreement with policy
positions should not be a basis for replacing an advisory board member. Supervisor
Rogers agreed that if the Board of Supervisors wants to fix term limits on advisory
board members or impose other criteria which will be used in considering the
reappointment of advisory board members the Board ought to have the right to
impose those.requirements but that they should be imposed in advance so an
individual knows when taking a seat on an advisory board what the rules will be
when the individual is considered for reappointment. In the absence of such criteria,
Supervisor Rogers supports the reappointment of the incumbents.
Supervisor Bishop expressed the feeling that all areas of the County should be
adequately represented on the Advisory Housing Commission and that the Board of
Supervisors should have the discretion to take those factors into account in deciding
whether to reappoint an individual. However, in view of the comments made by Mr.
Martinez, Supervisor Bishop agrees that the four incumbents should be reappointed.
As a result of our discussion, we reaffirm our recommendation that the four
incumbent members of the Advisory Housing Commission be reappointed to the
Commission. Supervisor Bishop is, however, adding a recommendation noting that
the Board should express its intent to seriously consider the geographic diversity of
the Advisory Housing Commission when the terms of at-large members next expire.

The Advisory Housing Commission of the Housing Authority of the County of Contra Costa has seven
Advisory Housing Commissioner positions,five of those positions serve at=large for a four ye r period
and two positions serve as tenant commissioners for a two year period. On March 31, 19;two of the
at-large and two tenant commissioner positions will expire.
The two at-large Commissioners serving on the Advisory Housing Commission,whose terms will expire
on March 31, 1996,are:

time on April 7, 1992.

ADVISORY HOUSING COMMISSION
MEMBERSHIP: Seven members
Two members shall be tenants of the AiAhority (one of the
tenant commissioners shall be over the age of 62) .
Applicants must be interested in providing low-.cost housing and
should be suitably qualified and experienced for such
responsibilities.
ESTABLISHED: November 24, 1981, by Housing Authority of the County of Contra
Costa (Ordinance No. 3359) .
APPOINTED BY: Board of Commissioners of. the Housing Authority of the County of
Contra Costa.
TERM: Four years, by Board Order dated April 17, 1984; two years for
tenant representatives.
FUNCTIONS: To review and make recommendations on all matters to come. before
the Authority prior to Authority action, except emergency
matters and matters which the Board of Commissioners by
resolution excludes from its review.
REPORTS TO: Board of Commissioners of the Housing Authority.
MEETING TIME: Third Monday of each month at 6:00 PM, Housing Authority office.
COMPENSATION: $50 per meeting, not to exceed 4 meetings per month. (Housing
Authority Resolution 3442 dated September 25, 1984)
