SUBJECT: MEETING OF THE ADVISORY BODY BEFORE BEING CONSIDERED FOR
APPOINTMENT
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
ADOPT as a policy of the Board of Supervisors that applicants for at-large seats on
advisory boards, committees and commissions who are not nominated by other
organizations be strongly encouraged to attend a meeting of the advisory body for
which the individual is seeking an appointment prior to being interviewed for the
position and that this fact be given appropriate weight by the Internal Operations.

BACKGROUND:
It has come to our attention that at times individuals apply for a position on an
advisory body with little or no direct knowledge about what the advisory body does,
what its meetings are like and what subjects may be discussed at meetings. As a
result, individuals sometimes get appointed to an advisory body only to find that the
position is not really one in which the individual is interested.
At our meeting on June 3, 1996 we discussed the feasibility of requiring that an
individual attend a meeting of the advisory body to which the individual wishes to be
appointed before being considered for an appointment. We do not want to go so far
as to make such action a condition on being appointed. However, we want to
indicate as strongly as possible our belief that all applicants should attend a meeting
of the group they want to be appointed to before being interviewed for the seat.

Our Committee intends to advise applicants we interview of our interest in having
them attend the meeting of the advisory body before being interviewed by our
Committee. We intend to take the fact that the individual attended a meeting of the
advisory body into account in determining whether to recommend an individual for
an appointment. We believe that this should be an official policy of the Board of
Supervisors.
We want to be clear that we do not recommend that this policy be extended to seats
which are filled by an individual Board member's recommendation to the Board of
Supervisors. Each of us has a process which we use and with which we are
satisfied. Also, we do not intend that this policy apply to seats on advisory bodies
where an outside group is making a nomination for the Board's consideration. It is
our intent that the policy apply primarily to at-large seats where the Internal
Operations Committee interviews applicants and makes recommendations to the
Board of Supervisors.
