DATE : June 11, 1996 SUBJECT: Ratification of the Zoning Administrator's Decision Regarding Shell Oil Company's Compliance with Conditions of Approval (LUP 2009-92) SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS Ratify the Zoning Administrator' s decision that Shell Oil Company has complied with Condition of Approval #22 for the Sour Water Tank, the Sulfur Recovery Unit No. 4 and the Delayed Coker Unit. FISCAL IMPACT None. BACKGROUND/REASONS FOR RECOMMENDATIONS When the Board of Supervisors approved the Land Use Permit for Shell Oil Company' s Clean Fuels Project (County LUP #2009-92) , the Board specified that the Zoning Administrator' s decision regarding several conditions of approval be placed on the Board' s consent calendar for ratification. As directed by the Board at the October 4, 1994 meeting, the County Zoning Administrator decisions discussed herein have been placed on the Zoning Administrator' s agenda for June 10, 1996. Any comments received at the meeting will be forwarded to the Board. Shell Oil Company completed the required study for the Sour Water Tank, the Sulfur Recovery Unit No. 4 and the Delayed Coker Unit. This information was evaluated by the Risk Management and Prevention Program Team of the Health Services Department. Their review included a detailed line-by-line examination of the Hazard and Operability Studies for these units which includes a review of the safety system designs and operational and maintenance programs. The Health Services Department staff has field checked the units, which-.are still under construction, to verify that they conform to the design presented in the Hazard and Operability Studies. Pascalli, Jr.Jr. Deputy Director Health Services Department, Hazardous Materials Division SUBJECT: SHELL REFINERY CLEAN FUELS PROJECT CONDITION #22, FOR THE: SOUR WATER TANK, SULFUR RECOVERY UNIT NO. 4 AND, DELAYED COKER UNIT Executive Summary: The Contra Costa County Health Services Department (CCCHSD) Hazardous Materials Risk Management and Prevention Program team has completed the Clean Fuels Project review for the Sour Water Tank (SWT), Sulfur Recovery Unit No. 4 (SRU#4), and the Delayed Coker Unit (DCU). Shell plans to start-up the SWT and SRU#4 about September 2, 1996 and the DCU about November 18, 1996. Shell submitted a summary of the Hazard and Operability Studies (HAZOP) to you and CCCHSD on October 10, 1995 (SWT), November 27, 1995 (SRU#4) and January 11, 1996 (DCU). CCCHSD Findings: My staff has performed a detailed line-by-line examination of the HAZOP studies for these units that included our reviewing the design of safety systems as well as operational and maintenance issues. Additionally, my staff has field checked the units, which are still under construction, to verify that they basically conform to the design presented in the HAZOP. 4333 Pacheco Boulevard - Mar(Jnqz1,,Qa1ifornia,94,553 (51,0) 646-2286 We find that the Shell HAZOP studies adequately identify process hazards and safeguards and that additional engineering or operational controls are not required. We did suggest six additional desirable discretionary alarms for the Delayed Coker Unit that Shell has agreed to install. CCCHSD Recommendation: We recommend your approval of the HAZOP studies for the Sour Water Tank, Sulfur Recovery Unit No. 4 and the Delayed Coker Unit in accordance with Condition 22. Condition 23• Prior to start-up my staff will ensure that, consistent with Condition #23, Shell demonstrates to our satisfaction that the measures detailed in the approved HAZOP studies have been implemented. We will notify you in writing of our findings so you can seek Board of Supervisors ratification of compliance with Condition 23.
