MICHAEL WALFORD, PUBLIC WORKS DIRECTOR i tiDATE: June 11, 1996 SUBJECT: Authorize Issuance of Purchase Order to Royal Trucking for Truck Transport Service for the 1996 Chip Seal Program Project No.: 0672-6U2192, -6U2193, -6U2194, -6U2195 SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION I. Recommended Action: Authorize the issuance of a purchase order in the amount of$195,000 to Royal Trucking of Concord, CA for truck transport services required for the 1996 chip seal program. U. Financial Impact: Road funds in the amount of$195,000 are available for this planned activity. III. Reasons for Recommendations and Background: The placement of rock chip seal to resurface County roads is a long established routine maintenance practice. It is not economical for the Public Works Department to own and operate the number of trucks necessary to support the chip seal program. Trucking service has historically been procured from outside vendors. The low bid from Kennedy Trucking was rejected after discussion with the vendor revealed that the bid was based upon the use of equipment which did not meet specifications.The remaining two bidders submitted identical bids. Royal Trucking is a certified woman-owned business. D&E Serpa is a certified minority owned business. The General Services Department's Purchasing Division solicited bids for truck transportation services from nine vendors. The vendors responding to the solicitation and the amounts bid are the following: D & E Serpa Trucking $195,000. Royal Trucking $195,000. Kennedy(Rejected) $174,000. IV.
