BACKGROUND: , Last year, the Board of Supervisors directed County Counsel to prepare and return to the Board of Supervisors a general policy statement on conflicts of interest in filling positions. County Counsel has prepared such a policy statement which is contained in the attached Resolution. If the policy statement is acceptable to the Board of Supervisors, we would recommend that the Board adopt it as Board policy. (See : e . g. Kimura v. Roberts ( 1979 ) 89 Cal .App 3d 871 ) .
