RECOMMENDATION:
ACKNOWLEDGE that the Board of Supervisors is a CO-SPONSOR of SB 1961,
authored by the Senate Judiciary Committee, which confirms in State statutes
changes made by various boards of supervisors having to do with the pay and
staffing of the superior and municipal courts.
BACKGROUND:
State law specifies the number and classification of employees in the Municipal
Court in Contra Costa County as well as their salary and other provisions relating to
their employment. The Board of Supervisors is authorized to make changes to these
provisions as long as they are confirmed by an actual change in State law within two
years after the changes are effective.
Each year, the Board of Supervisors sponsors legislation to amend State statutes
to reflect changes in the pay and staffing of Municipal Court employees which have
already been approved by the Board of Supervisors.
The Senate Judiciary Committee has introduced SB 1961 as an omnibus bill to
incorporate the necessary changes from various counties. This bill was assembled
under the coordination of the Judicial Council's Administrative Office of the Courts.

For 1996, there are only two very minor changes needed at this time for Contra
Costa County. They include a 1.5% salary increase for the class of Municipal Court
Collection Agent and a change to the class of County Municipal Court
Administratorto convert the class from a fixed, one-step class to a five-step class
by adding four steps below the previous single step. No other changes are
anticipated at this time for 1996.
It is, therefore, recommended that the Board of Supervisors co-sponsor the bill to the
extent of the changes which are included for Contra Costa County.

The bill would also make related technical changes.
(2) The California Constitution requires the state to
reimburse local agencies and school districts for certain costs
mandated by the state. Statutory provisions establish
procedures for making that reimbursement. 4P
This bill would provide that no reimbursement is required
i by this act for a specified reason.
