FROM: J. MICHAEL WALFORD, PUBLIC WORKS DIRECTOR
DATE: June 11, 1996
SUBJECT: Authorize Issuance of Purchase Order to Traffic Limited for Pavement Marking as Necessary During
the 1996-97 Fiscal Year
Project No.: 0672-6U2569
SPECIFIC REQUEST(S)OR RECOMMENDATIONS)&BACKGROUND AND JUSTIFICATION
I. Recommended Action:
AUTHORIZE the issuance of a purchase order in an amount not to exceed $46,000.00 to Traffic Limited
of Lodi, California for pavement marking as necessary during the 1996-97 fiscal year.
H. Financial Impact:
Road funds in the amount of$46,000.00 are available for this planned activity.
M. Reasons for Recommendations and Background:
It is the practice of the Public Works Department to routinely repaint warranted pavement markings to assure
adequate visibility and to replace pavement markings obscured by natural or manmade activities within ten
working days. Vendor furnished pavement marking is often required when the Department's pavement
marking capability is reduced due to equipment breakdown or when the required amount of marking exceeds
the Department's production capacity during the annual pavement surface treatment program. A blanket
purchase order has historically been established as a contingency to furnish pavement marking on an as
needed basis. The subject authorization will continue this practice.

Purchase Order to Traffic Limited
June 11, 1996
Page 2
The General Services Department's Purchasing Division solicited bids from 17 vendors for an assumed
quantity of pavement marking. Only one vendor responded to the solicitation with a bid in the amount of
$45,930.
IV. Consequences of Negative Action:
The safety of the travelling public requires the timely placement and replacement of pavement markings.
Without vendor furnished marking the response time for pavement marking replacement may increase.
