APPOINT to the vacant Board of Supervisors' seat on the Mosquito and Vector Control District's Board of Trustees to replace Steven Thomas for the balance of an unexpired term ending January 2, 1998: Elizabeth Davis 4120 Rockford Drive Antioch, CA 94509 2. AUTHORIZE the Internal Operations Committee to explore the feasibility of initiating steps to combine the Contra Costa County Mosquito and Vector Control District with similar districts in other counties in the Bay Area and make subsequent recommendations to the Board of Supervisors. BACKGROUND: The Mosquito and Vector Control District Board of Trustees is a 21-member body which oversees the work of the District. The District provides a mosquito surveillance and control program and also provides a rodent prevention and control program. Each city has one seat and the County has three seats on the Board of Trustees. On February 5, 1996, our Committee asked that staff contact the individuals who had applied to see whether they were still interested in being considered for this seat. Staff has not received any response from the other applicants. We have reviewed Ms. Davis' application and agree that she appears to be qualified and interested in representing the County in this capacity. It also appears to our Committee that the Mosquito and Vector Control District is one which might be seriously considered for consolidation with similar districts in other counties. We recognize that the two mosquito abatement districts in the County were combined a few years ago and that the County's vector control responsibilities were transferred to the district recently. However, we also feel that this is a specialized function which might well benefit from the savings which might be brought about by having this district combined with similar districts in other counties.
