The County's application to the California Debt Limit Allocation Committee (CDLAC)for$60 million in Private Activity Bond Authority for Mortgage Credit Certificates is based on State Allocation procedures. The County does not expect to receive more than $5.5 million in bonding authority for the Mortgage Credit Certificate Program. This County, as well as others, has been severely penalized by changes in CDLAC allocation procedures. We are proposing to submit an application for the amount of$60 million because it can be supported with documented demand. This way the County is on record as to its true allocation requirement.
