ACCEPT the attached report from the Juvenile Systems Planning Advisory Committee. 2. REQUEST the County Administrator to respond to the attached letter from Chris Adams to the County Administrator, Presiding Judge, Juvenile Court Judge and County Probation Officer, expressing concern that JSPAC has not been included in planning discussions leading to the movement of the juvenile court to the former Lion's Gate facility. 3. On April 2, 1996 the Board of Supervisors approved a report from our Committee which included the following recommendation, among others: 6. REQUEST the Juvenile Systems Planning Advisory Committee to provide a further status report to the Family and Human Services Committee on April 22, 1996, covering their activities since their last report to the 1995 Family and Human Services Committee on December 5, 1995. On April 22, 1996, our Committee met with Chris Adams, Chair of JSPAC, Linda Baker, a member of JSPAC and staff from the County Administrator's Office. Ms. Adams presented the attached report to us and reviewed it with our Committee. Ms. Adams noted the attached letter which she sent to the County Administrator and others. We are asking that the County Administrator respond to the letter. We had the opportunity to view the video which has been prepared with grant funds and which outlines the importance of the Continuum of Care model. The video is available to any organization interested in seeing it as a community education effort. We continue to be pleased with the work JSPAC is performing on behalf of the young people of this County and look forward to their next report to our Committee in October. -2- 72 To: Family and Human Services Committee Mark DeSaulnier Jeff Smith From: Juvenile Systems Planning Advisory Committee (JSPAC) Re: Report from Juvenile Systems Planning Advisory Committee Date: April 22, 1996 Community Education The Continuum of Care video produced through grant funds from CC-TV and OJJDP is finished. The Community Education Committee of JSPAC will be providing public presentations on the Continuum of Care model with the video and handout material previously submitted to your committee. Continuum of Care Subcommittee (formerly alternatives to detention) The subcommittee continues to follow the Electronic Monitoring program and study other elements of the continuum, including programs at the Ranch. The committee recently began a review of information sharing procedures and capabilities between probation and other agencies working with youth and families. The group's major task for the near future will be to develop a proposed evaluation plan for the continuum as a whole and for specific programs. The first task- which the committee is now doing-in developing this plan is to develop clear outcome expectations. Capital Finance The capital finance subcommittee has been collecting information on parcel and sales taxes. Committee staff are working with Supervisor DeSaulnier to identify an appropriate agency to handle private contributions for Hall remodel/replacement and other elements of the Continuum of Care. The committee will help organize a hoped-for reception for the Justice Department officials to "kick-off"the the SafeFutures project. Finally,the committee has requested that Probation Staff and a representative from OKA review the Farbstein Site Master Plan, to determine whether we can reasonably reduce the total project costs (now estimated at$47 million) for the new Juvenile Hall. East Bay Public Safety Corridor Partnership Contra Costa County was recently awarded a$113,300 grant from the East Bay Public Safety Corridor Partnership. The grant was awarded for: Office of the Sheriff Youth Academy ($2,000), Probation Department(60,300) to operate three vocational.work training programs at Cr 7Z Orin Allen Youth Rehabilitation Facility, and the National Council on Crime and Delinquency ($15,000) for evaluation of the Employment Aftercare Program. Opportunity West also received a grant for$37,200 for 20 job/vocational placements for youth returning to West County from the Orin Allen facility. The Richmond Black Firefighters received a$25,000 Urban Action Corps grant to hire youth to assist with training residents in low income neighborhoods in fire safety issues. Civic Center Justice Facilities Master Plan JSPAC sent a letter to Phil Batchelor, Terry Starr, Hon. Lois Haight and Hon. John Minney requesting active participation in any planning related to locating facilities on the current Glacier Drive site (see attached letter). Community Punishment Options Grant(Board of Corrections) JSPAC is currently also serving as the advisory body for the adult and juvenile corrections Community Punishment Options grant received from the State Board of Corrections. Staff is gathering data on alternatives to detention and profiles of current populations in detention facilities. The report will be submitted by June 30, 1996. Future Family and Human Services Reports We suggest returning in October, 1996 with status reports on the following: Juvenile Systems Planning Advisory Committee SafeFutures Continuum of Care East Bay Public Safety Corridor Partnership Electronic Monitoring Program cy�z CONTRA COSTA COUNTY JUVENILE SYSTEMS PLANNING County Administration ADVISORY COMMITTEE Building, 10th Floor Martinez, CA 94553 CHRIS AdSAMS, Chair (510) 646-4855 April 5, 1996 To: Phil Batchelor, County Administrator John Minney, Presiding Judge, Superior Court Terry Starr, County Probation Officer Lois Haight, Juvenile Court Judge Dear Mr. Batchelor, Judge Minney, Terry Starr, and Judge Haight: It has come to our attention that several new courtrooms are being planned in the former Children's Shelter. In addition, it is our understanding that a court facilities planner will be hired to further review that site for additional courtroom space. The Juvenile Systems Planning Advisory Committee has been working on implementing the Continuum of Care model. This report, including the site facility master plan was adopted by the Board of Supervisors in October 1995. We are concerned that JSPAC's work was not provided to the architect studying the remodel of the shelter, nor was JSPAC represented in any of the planning meetings with the architect. As noted, the entire Glacier Drive site was included in the completed master plan for the proposed juvenile hall. The County hired an architectural planner(at $50,000) to execute this plan. This plan did include three courtrooms. In the short term, until funding for the juvenile hall and courtrooms can be secured, moving three courtrooms to the former Children's Shelter facility is certainly consistent with the long-term plan. However, additional courtrooms are not consistent due to additional parking, etc., which may be required. In fact, JSPAC has already studied the possibility of trying to locate at least five courtrooms at that site (and decided against it). JSPAC representatives should be included in the current and future planning which includes involvement when the court planner is hired. The decisions made now could take away options planned for in the new complex. After we raised our concerns, Judge Haight included us in a review of the current architectural plans for the former Children's Shelter. Issues raised by a review of these plans are: • Justification and background for placing four courts or hearing rooms at the site. (This may be five courtrooms if the hearing room in the Hall is retained.) Does this indicate an intention to place Family Court at the site? Does it indicate an intention ` to consolidate all juvenile courts, including the Richmond/El Cerrito court, at the Hall? If so, these are policy decisions directly contrary.to JSPAC's recommendations. • Placing four(or five) courts at the site may create serious parking problems at the site. The report by James Miller and Associates is not clear on this, although it does state that additional parking may be needed elsewhere on--or off--the site. We are also concerned that concentrating court activities (including parking and waiting by members of the public) at the site may cause neighbors to be concerned. • Finally, it is unclear whether the proposed remodel is intended to provide a permanent location for the courts. If it is, the existing site master plan will need to be revised. JSPAC is willing to revisit this issue, particularly if it provides some permanent juvenile courts now and decreases the amount of capital financing needed for the overall juvenile hall project.
