I. RECOMMENDED ACTION:
APPROVE Project, and
DETERMINE that the project is a California Environmental Quality Act Class 1 c
Categorical Exemption, and DIRECT the Public Works Director to prepare
contract plans and specifications for construction.
DIRECT the Director of Community Development to file a Notice of Exemption
with the County Clerk.
DIRECT the Public Works Director to arrange for payment of the $25.00
handling fee to the County Clerk for filing of the Notice of Exemption.

II. FINANCIAL IMPACT:
The estimated project cost is $91,000., funded by FEMA- 75%, and State 25%.
III. REASONS FOR RECOMMENDATION/BACKGROUND:
The project includes removing slide material, stabilizing the slope, and repairing
and replacing a portion of shoulder and roadway.
It is needed to minimize erosion and restore the structural integrity of the
roadway.
The project has been determined to be in compliance with the General Plan and
is exempt from CEQA because the repairs do not involve an expansion of use
beyond that previously existing and will not result in the removal of a scenic
resource.
IV. CONSEQUENCES OF NEGATIVE ACTION:
Delay in approving the project will result in a delay of design and construction
and may jeopardize funding.

Project Description, Common Name (if any) and Location: CARQUINEZ SCENIC DRIVE SLIDE REPAIR County
File #96-25: The purpose of the project is to stabilize the bank slipout and minimize erosion. Construction may
require removal of some vegetation and trees from the slope. Soil from the slope will be excavated and a subdrain
pipe installed at the slipout location. Once excavated soil is replace with compacted soil, it will be seeded with a
mix of native grasses and flowers. Trees that may be removed include coast or canyon live oaks and buckeyes.
If removed, they will be replaced with native species at a ratio in accordance with East Bay Regional Park District's
(EBRPD's) temporary construction permit conditions. Due to the density of the vegetation in the area, these trees
are not considered a scenic resource.
Location: Carquinez Scenic Drive is designated in the County General Plan as a scenic route. The slide has
occurred on a portion of the road that is on EBRPD property. The vegetation inthe area is heavy and consists of
some low growing shrubs, weedy grass species, and trees. The project location is in a rural, unincorporated central
County area of Martinez, approximately .4 mile west of the City Limits.
This project is exempt from CEQA as a:

Community Development staff has reviewed the attached project, CP 96-05 to determine
if mandatory referral for General Plan Conformance, as required by Section 65402 of the
Government Code, is necessary.
The project needs no further mandatory referral clearance from County staff subject to the
following actions:
This project has been determined to be exempt from 65402 review.

GENERAL CONSIDERATIONS:
1. Location: Carquinez Scenic Drive is designated in the County General Plan
(G.P.) as a scenic route. The slide has occurred on a portion of the road that is on
East Bay Regional Park District (EBRPD) property. The vegetation in the area is
heavy and consists of some low growing shrubs; weedy,grass species, and trees.
The project location is in a rural, unincorporated Central County area of Martinez,
approximately .4 mile west of the city limits (Figures 1 & 2).
