AUTHORIZE the County Administrator, or his designee, to execute on behalf of the County a contract with the East Bay Community Foundation in the amount of $113,300 for East Bay Public Safety Corridor Partnership activities for the period of April 9, 1996 through January 31, 1997. 2. APPROVE related appropriation and revenue adjustments in the amount of $4,500 required for the 1995-96 fiscal year. 3. AUTHORIZE the County Administrator, or his designee, to execute on behalf of the County the following contract and service plans (and any amendments thereto) to implement the East Bay Public Safety Corridor Partnership activities: Bay Municipal Court (service plan) $ 36,000 (service plan) Probation Department (service plan) 60,300 (service plan) Sheriff-Coroner Department (service plan) 2,000 (service plan) National Council on Crime and Delinquency 15,000 (contract) $113,300 FINANCIAL IMPACT: None. County will receive $113,300 from the East Bay Corridor Public Safety Partnership for various Partnership activities. The Foundation is the fiscal agent for the Partnership. Funds are from the U.S. Department of Justice. The services will be provided through the Bay Municipal Court, Probation Department, Sheriff-Coroner Department, and the National Council on Crime and Delinquency. The Bay Municipal court will hire an intake person through the Health Service Department who will work in a centralized intake unit and work for the judge assigned Drug Court responsibilities. This individual will work full-time with half the salary paid through Health Services and half the salary paid through this East Bay Corridor Project. The following activities will be performed: assist in the initial eligibility screening of potential Drug Court participants; administer and supervise drug testing required of Drug Court participants; assist in compilation of data and reporting of data for Drug Court participants; and be familiar with and make referrals of Drug Court participants to appropriate drug treatment programs and other ancillary services. The Probation Department will provide three employment aftercare projects. These projects include Bicycle Repair, Landscaping, and painting. The projects are designed for young men in the Orin Allen Youth Rehabilitation Facility. When the young men complete their program, they will be awarded a certificate with the competencies they have completed noted on the reverse side. The young men can then take the certificate with them to prospective employers to provide proof of training. The program will also include school credits. The Office of the Sheriff will provide a Youth Citizen Academy which will take place for 5 consecutive work days, 4 hours per day for one week. Participants will be recruited from local middle and high schools, local grocery stores' bulletin boards, and a newspaper press release. The objective of the Youth Academy is to provide middle and high school participants (14 - 19 years of age) an up close and personal opportunity to become familiar with law enforcement and the criminal justice system. The goal is to provide the participant's with information and insight into law enforcement and community service by observing, assisting, and participating in all areas of the Sheriff's Office. Participants will be encouraged to participate, by discussing concerns and issues in each of the course's curriculum. The course curriculum will include guest speakers, tours and practical job information. To successfully complete the academy participants are required to arrive promptly and attend all sessions. At the conclusion of the academy, participants will be awarded a certificate of completion. The National Council on Crime and Delinquency evaluation funds ($15,000) will be added to the Continuum of Care project evaluation which include the Employment Aftercare project.
