SUBJECT: LEGISLATION: DISPROPORTIONATE SHARE FUNDING FOR COUNTY
AND CHILDREN'S HOSPITALS
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
CONSIDER adopting in principle a position on any legislation coming before the
California Legislature this Session as follows:
• OPPOSE any efforts in any legislation to reduce or dilute disproportionate
share hospital funding to county hospitals.
• SUPPORT any efforts in any legislation to increase funding for Children's
Hospitals that does not reduce funding to county hospitals.
• AUTHORIZE the County's lobbyist to work with the California Association of
Public Hospitals and any other interested organizations or individuals in
support of these positions.
BACKGROUND:
On April 23, 1996, the Board of Supervisors took a position on AB 2894 (Aguiar) to
the effect that the Board would be willing to support the bill if it were amended to
provide for some alternate source of funding for Children's Hospitals, other than
taking a portion of the County's disproportionate share funding. AB 2894 has now
been made a "spot bill" and it is not clear whether it will be used for this purpose or
not.

The Health Services Director and the County's lobbyist have asked that the Board
broaden and clarify the Board's position so the County's lobbyist can work with a
variety of organizations in an effort to protect the existing disproportionate share
funding for counties and find additional funding for Children's Hospitals that does not
involve taking a portion of the disproportionate share funding from counties.
We believe that taking a conceptual position as outlined above will provide a
broader base for the County's lobbyist to work on this subject matter generally
without being bound only to AB 2894. We believe that this position is fully consistent
with the position taken by the Board on April 23, 1996, namely that the Board has no
problem supporting additional funding for Children's Hospitals as long as that
funding does not come at the expense of county hospitals. If this accurately reflects
the Board's position, we would urge that the Board adopt this recommended position
on the subject of disproportionate share hospital funding.
