The Board of Supervisors of Contra Costa County Resolves That:
Evidence presented by the County Building Inspector has shown that the mobile homes at the above referenced site have
been installed without permits and constitute a nuisance and are hereby declared a public nuisance.
The registered or legal owner/s of the mobile homes and/or land are hereby ordered to remove the units within 30 days and
clear the site of all debris.
If compliance with this "Resolution" has not been obtained within the prescribed 30 days the Board grants authority to the
Building Inspection Department to contract for the abatement and bill the registered/legal owners for all cost. If costs are
not paid within 15 days of notice, a lien and/or tax assessment on said property will be filed.
The Building Inspection Department is directed to post and mail notices of this resolution as required by the laws of the State
of California.

Supervisors: On May 21st there is an abatement action scheduled regarding the property located
at 2301 Willow Pass Road in Bay Point. I am a property owner in this same heighborhood,
who has observed gross violation of zoning ordinances at this location. These violations have been
restricting the redevelopment and growth of our neighborhood. I have personally made hundreds
of phone calls reguarding these problems. Our County offices are in as much a need of attention
as is this.problem. In three years I have addressed this issue before the Bay Point Municipal
Advisory Council and this county.
The owners of this property have no permits to perform any of the buisnesses that
are present at this location. This is only a parcial list.
1)They have brought trailer houses onto this property against all zoning codes!
2) They have established homeless facilities at this location without any licenses or the
required notification of surrounding property owners.

4) They operate an illegal garbage collection buisness at this location as well as a
recycling
buisness.
5) They possess no buisness licenses of any kind.
6) They house paroles at this location without the consent of the State Parole Board.
Parolees can not live together on the same property. If these property owners intention is to also
open a halfway house at this location, it is a violation of County Zoning Codes, as well as another
unlicensed buisness.
As a resident of Contra County for 16 years and a homeowner at my present
location for 5 years, I am aware of what the problems in this area are and have an accurate view
of what will bring positive change to my community. As a local volunteer elected co-chair of Safe
Streets Now, Chairperson of the Crime Sub-Committee in Bay Point and a local S.A.V.E.S.
volunteer for the sheriffs office,I have worked with the residents of this community for 4 years,
to abate the problems that exist in this neighborhood. These problems have destroyed this
neighborhood. The free use of our streets is a major concern of this community. The drug dealers
and transients that 3 years ago, ruled our streets, are nearly gone. If people are allowed to come
into this or any area, and start unlicensed facilities of any kind, with complete disregard for our

efforts as well as County restrictions, then there is no longer a need for the County Board of
Supervisors.
Abatement issues in this area are one of our major concerns. Why are the county
agencies responsible for our community so unwilling to do their jobs?Violations are not persued
to a final result. I am tired of hearing that there is no funding to proceed with what is clearly your
job. If you aren't doing your job by leveling fines to cover these violations, continual warnings are
a waste of County funds!
Residents from my neighborhood will be present at the hearing on the 21st.

Point CA, Assessor's Parcel No. 095-083-022 is hereby notified to
appear before the Contra Costa County Board of Supervisors, at a
meeting to be held Tuesday May 21, 1996, at the Board meeting room
107, 651 Pine Street, Martinez, at 3:00 P.M. or as soon after as
this matter. may be heard, and show cause, if any, why said building
should not be condemned as a public nuisance, and the nuisance be
abated by properly repairing, reconstructing, razing or removing
the building.
