Su Salud One Day Annual Health & Education Fair
1. a) The mission of Su Salud is to serve the poor(jobless, homeless, uninsured and-working
poor. To provide these individuals with disease prevention information and health screenings which
they otherwise are unable to access for themselves_ Our effort is to help them and their families to
better health.
b) This organization is registered, as a 501 (c) (3) non profit organization, (enclose copy of most
recent IRS letter)
2. Our long term goals are:
a) To continue to assist the medically underserved of our area who can not obtain even basic health
care, principally due to language barriers, cultural differences, economic conditions and the lack of
disease prevention information or knowledge.
b) To encourage other communities to do the same.
c) To accomplish these tasks as much as possible with an all Volunteer staff of Dentists, Physicians,
Nurses, medical technicians and other community volunteers who have skills to assist the project.
d) To continually analyze the health services which we can successfully provide and to increase
these services where possible. Additional screenings are planned for the 1994 Health & Education
Fair: Colon, Rectal, Prostate, Testicular, and Uterine cancer, as well as Mammography testing.
Tuberculosis testing is also planned.
e) To continuously seek and expand our fund-raising capabilities in order to support better service to
the poor and medically uneducated. Even though the Federal Government is presently working to
develop an all coverage health care program it seems clear that our clientele may still be left out. The
barriers of language and poor education will still be there. The system may not,be available to these
individuals. They simply do not understand what needs to be done in order to achieve good health.

3. SUMMARY: Su Salud was founded in order to offer health care to hundreds of migrant farm
workers and their families. Health care professionals who originated this program quickly realized that
poor health was rampant within this group, They vowed to provide treatment and disease prevention
. .. education to these and others, the working poor, uninsured;and homeless. Su Salud means "Your
Health". This is a volunteer organization (except for one paid secretary). It consists of everyday
citizens, health professionals and a large number of support personnel. These individuals give of
their time and expertise in an effort to bring important health care information to those who either
can't afford it or don't understand what they need to do in order to stay healthy. We provide health
screenings and disease prevention information to our clientele (Appendix 1). This is accomplished in
the following manner: a) A Health & Education Fair, offered once a year with 15-20,000 participants
and nearly 2,000 volunteers, b) Radio announcements, 365 days a year, on all public radio stations
who volunteer to participate. Such announcements might involve brief statements or reminders about
good health care. c) Thirty (30) minute programs on disease prevention which are aired on cable
television at least 52 weeks a year, d) a Su Salud office, open 5 days a week for 50 weeks a year.
The staff supports a referral and information center. It responds to hundreds of telephone calls and
personal visits which address health questions, as well as questions on accessibility to specific health
care in this geographic area. The secretary and certain volunteers take care of these requests as well
as our business needs.
Such activities require funding: the costs of the Health & Education Fair, the office supplies
and equipment, rent for office and storage space, equipment repair and one salary for one secretary.

Su Salud Office

multitude of personal health questions, issues and accessibility to care.
Health & Education Fair
One day a year since 1987, Su Salud holds its annual Health & Education Fair. On July 24, 1994, Su Salud
offered 21 different medical screenings, tests for infectious diseases, prevention education, immunization,
counseling and.referrals. free of charge-to an estimated 17,000 under privileged people.
WHY WE DO IT
Need
Su Salud is an example of how any community in the USA can provide inexpensive disease prevention
education, medical and dental screenings. (21 total), children's immunizations, counseling and referral to the
uninsured and underpriviledged.
Value of Services
$800.00 is an approximation of what a uninsured, working poor,jobless, or homeless person would have to pay
for the services provided at the Health Fair.
HOW WE DO IT
Funding
Our funds are from foundations, corporations and individuals. We recoive no public funds and accept no
contributions'from companies with products injurious to health.

paid employee and 2,900 registered volunteers.

These expenses have been paid for through awards from grant proposals and donations (.lames
Irvine Foundation, Sierra Foundation, Colgate-Palmolive Corporation, etc.);-by special
• fund raisers which are put on by local banks, mutual cooperation from local hospitals,'and by caring
individuals from this geographic area. . .
4. a) This is an original program instituted by several health care professionals from this area
and named Su Salud "Your Health."
b) This program was not associated with any other organization or affiliation either before its
inception or now.
5, Su Salud is an original and unique project which was started in 1983 by Guillermo C.
Vicuna, DDS, Carlos E. Meza, MD, and Pablo A.Alvarez, MD. There was no specilfic organization at
that time,just a deep feeling that poor people needed health care, health education and disease
prevention information.,These professionals went to the labor camps in the great Central Valley and
examined clients, talked #o them and tried to educate them and their families about proper health
care methods. The clients grew in number as word passed from mouth to mouth about the doctors
and.their work. As the numbers grew the project was moved to a church hall and eventually to the
San Joaquin County Fairgrounds. The clientele and the numbers of volunteers grew in proportion.
Now the volunteers number in the thousands and the needy are almost 20,000,
There was no other organization offering these services to the poor, the homeless, and the
uninsured, etc: in 1983 and only a few exist in 1994. Most of the participants were and are without
everyday health care. They can not afford specific medical or dental health services because they do
not qualify to receive public care except in case of serious illness. In this extremity the County
Hospitals will take them in as indigents; charging whatever is needed and attaching their wages as
necessary. As the years go by the client may earn enough to buy an old car for transportation. The
seller could deny a loan to the poor because there was a lien on those wages from previous health
care agencies.
This group of people are often not aware of any specific preventative health measures.

children. Immunization against common diseases are often lacking. Tooth decay. skin cancer and
other cancers, diabetes, foot problems, pregnancy problems, measles, tetanus, etc., these were
rarely cared for and/or understood by this group of people. The founding medical teams recognized
the tremendous need in these predominantly immigrant communities where language skills and
proper health care were both at a minimum. In the early days there were 80 people served by 7
professionals. Every year this number has grown. In 1993, nearly 20,000 were screened and
counseled with 120 dentists, 450 registered nurses and 150 medical doctors, as well as 1,300
support volunteers.
The success and performance of Su Salud can be measured by the vast increase in clientele
and the increase in services which we have been able to provide. The people come because they
.need it and want it for themselves and their families. It is offered because we know the tremendous
need and because we have had the invaluable financial support of Foundations and others who want
to help this underserved and growing segment of our population.

Oral Report on the consent calendar
I would like to take this opportunity to update my fellow
board members on two exciting events that will be taking
place in June.
In April I was proud to be the recipient of the first
advanced copy of the Breast Cancer Awareness Stamp at a
presentation at the Antioch main Post Office. In order to
promote awareness I would like to request this stamp, I have
a copy with me today, I would like to ask that it be
displayed in our County Administration Building. ' This
stamp will be officially released by the U S Post Office on
June 15, 1996.
At a board meeting prior to the official release, I will
ask fellow board members in declaring June 15 thru June 23
1996 as Breast Cancer Awareness week in Contra Costa
County. ,
In conjunction with this effort to promote Breast Cancer
Awareness week in East County community members have
been working very hard on the first annual Contra Costa {
Su Salud) Health Fair. The health fair will be held at Los
Medanos Community College on June 23, 1996. The event
starts a 8 am and concludes at 4pm.
Hundreds of professionals and medical volunteers,
along with volunteers from the general public have been
recruited. Volunteers are still welcome and are being

recruited. If you would like to volunteer please contact my
office.
The Health Fair will provide free medical, dental,and
optical screenings to those residence of the community
without insurance or those who are under insured. All
services to be provided at the Health Fair will be free of
charge and no one will be turned away.
I will bring a proclamation before the Board in June
declaring Bast Contra Costa Su Salud Health Fair Day.
