RECOMMENDED ACTION: APPROVE Project, and DETERMINE that the project is a California Environmental Quality Act Class 1 c Categorical Exemption, and DIRECT the Chief Engineer to prepare the contract plans and specifications for construction. DIRECT the Director of Community Development to file a Notice of Exemption with the County Clerk. II. FINANCIAL IMPACT: The estimated project cost is $ 50,000.00, funded by FEMA 75%, State 18.75%, and Local 6.25%. III. REASONS FOR RECOMMENDATION/BACKGROUND: The project includes installing a sub-drain system and rock slope protection. It is needed to repair a landslide caused by recent storms. The project has been determined to be in compliance with the General Plan and is exempt from CEQA because the repairs will not involve an expansion of use beyond that previously existing nor result in the removal of any scenic resource. IV. CONSEQUENCES OF NEGATIVE ACTION: Delay in approving the project will result in a delay of design and construction and may jeopardize funding. Project Description, Common Name(if any) and Location: SAN RAMON CREEK STORM DAMAGE REPAIR(SITE 10) County File#96-22: The purpose of the project is to stabilize the bank slipout and minimize erosion. Material will be excavated and replaced with ungrouted rock slope protection. Some existing loose rip-rap along the banks may also be replaced. There is a potential for removal of some vegetation and/or landscaping from the bank. Oaks or willows located on the access road may need to be trimmed or removed. If removed, they will be replaced at a 3:1 ratio. These trees do not represent a scenic resource. Location: The slide is located on the west bank of San Ramon Creek approximately 100 feet downstream of the Laurel Road bridge. Vegetation in the area consists of some low growing shrubs, weedy grass species, and a few trees, some of which may be removed. The project vicinity is located in a residential area within the Town of Danville which is in central Contra Costa County. This project is exempt from CEQA as a: Ministerial Project(Sec.15268) _ Other Statutory Exemption,Section_ Declared Emergency(Sec. 15269(a)) _ General Rule of Applicability(Section 15061(b)(3)) _ Emergency Project(Sec.15269(b) or(c)) ✓ Categorical Exemption,Class 1c Section 15301 for the following reason(s): The project will not have a significant effect on the environment. The project will restore the structural integrity of the banks of the flood control channel. The repairs will not involve an expansion of use beyond that previously existing nor result in the removal of any scenic resource.
