Since additional time was needed to complete the review, the Board of Supervisors
adopted resolutions directing Century to keep certain accounting records of amounts
received from these rates pursuant to section 76.933(c) of the FCC rules.
After completing the review, staff determined that Century had calculated the
equipment and installation rates consistent with established FCC guidelines, and
that there was no refund liability for the period covered by the FCC Forms 1205
(Effective December,1995).
However, Jay Smith of Public Knowledge upon completion of his review, raised
questions about the calculation of the installation rate for new unwired home
customers and the process used to notify and account for payments on the "lease
purchase" of Century's universal remote. Century agreed that revisions to the
calculation of the installation rate for new unwired home could be made in the next
annual filing. Staff recommends that the Board approve the FCC Forms 1205
submitted by Century Cable and direct them to revise their next annual filing and
provide staff information requested on universal remotes.
