SUBJECT: Approval to Submit and Execute Contracts With the State Office of Criminal Justice Planning for
Funding of the Regional Anti-Drug Program for the Period July 1, 1996 to June 30, 1997.
(District Attorney: $218,962; Sheriff-Coroner: $183,294; and, Probation Department: $186,718)
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION
Authorize the District Attorney, the Sheriff-Coroner, and the Probation Officer to submit applications and
execute grant award contracts with the State Office of Criminal Justice Planning for funding of a Regional
Anti-Drug Program in the amount of$218,962, $183,294, and $186,718, respectively, for the period
July 1, 1996 through June 30, 1997 (100%federal funds).
II. FINANCIAL IMPACT
None. The grant contracts will fund two (2)attorneys and one (1)clerk in the District Attorney's Office;
one (1)forensic toxicologist, one(1)clerk, one(1) laboratory aide, and capital equipment for the Sheriffs
Office; and, staff in the Probation Department. Federal revenue will be built in to the 1996-97 budgets of
the District Attorney's Office, the Sheriff-Coroner's Office, and the Probation Department to implement the
grants.
III. REASONS FOR RECOMMENDATION/BACKGROUND
The purpose of these grants is to improve law enforcement efforts, in a coordinated manner, against
major, mid-level, and street drug offenders throughout Contra Costa County. The added staff will allow
the Sheriffs Office and District Attorney's Office to reduce the turn-around time for analysis of drug test
results and devote more concentrated efforts to drug prosecution. The Probation Department will operate
a countywide intensive supervision program with pro' t funds.

IV. CONSEQUENCES OF NEGATIVE ACTION
Failure to approve the recommendation would result in the loss of$588,974 in federal funds available to
combat the drug problem in Contra Costa County.

RESOLUTION OF THE GOVERNING BOARD 96/ 229
WHEREAS the Board of Supervisors, Contra Costa County, desires to undertake a certain project
designated REGIONAL ANTI-DRUG PROGRAM, to be funded in part from funds made available
through the Anti-Drug Abuse Act of 1988 for the Anti-Drug Abuse Program administered by the
Office of Criminal Justice Planning (hereinafter referred to as OCJP),
NOW, THEREFORE, BE IT RESOLVED that the District Attorney, Sheriff-Coroner, and Chief
Probation Officer of the County of Contra Costa are authorized, on its behalf, to submit the
proposal to OCJP and are authorized to execute on behalf of the Board of Supervisors the Grant
Award Agreements, including any extensions or amendments thereof.
IT IS AGREED that any liability arising out of the performance of this Grant Award Agreement,
including civil court actions or damages, shall be the responsibility of the grant recipient and the
authorized agency. The State of California and OCJP disclaim responsibility for any such liability.
BE IT FURTHER RESOLVED that grant funds received hereunder shall not be used to supplant
expenditures controlled by this body.
IT IS ALSO AGREEDED that this award is not subjected to local hiring freezes.
