Health Services Director f . --1 Contra Costa DATE: May 9, 1996 : County SUBJECT: Approve three (3) Standard Agreements (Amendments) to the Master Grant Agreement with the State Department of Health Services for the County's AIDS Program SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION: Approve and authorize the Health Services Director or his designee (Wendel Brunner, M.D. ) , to execute on behalf of the County, three (3) Standard Agreement (Amendments) to the Master Grant Agreement #29-388 with the State Department of Health Services for the County's AIDS Program, as follows: A. Amendment #29-388-16-01 (State #95-22668, A-1) , effective July 1, 1995, to increase the contract payment limit by $130,400, from $1,004,093 to a new payment limit of $1,134,493; 0 B. Amendment #29-388-16-02 (State #95-22668, A-2) , effective January 1, 1996, to increase the contract payment limit by $70,000, from $1,134,493 to a new payment limit of $1,204,493; and C. Amendment #29-388-16-03 (State #95-22668, A-3) , effective January 1, 1996, to increase the contract payment limit by $61,508, from $1,204,493 to a new total payment limit of $1,266,001. II. FINANCIAL IMPACT: These amendments will result in an increase of $261,908 from the State for the County's AIDS Program, for a new total of $1,266,001 during FY 1995-96. No County funds are required. III. REASONS FOR RECOMMENDATIONS/BACKGROUND: The Master Grant Agreement, initiated by the State in FY 1989-90, incorporates .a Memorandum of Understanding (MOU) for each service component of the AIDS Program. The MOU's define the services to be provided, the budget for each component and are negotiated by the State Office of AIDS and County AIDS Program staff. The State requires only the signature of the County's Health Officer on the MOU's and any amendments to the MOU's. This streamlines and expedites the contracting procedure for the State and County because only new Master Grant Agreements and formal amendments affecting the total payment limit of the Master Grant Agreement require County Board of Supervisors and State approval. The amendments specified above increase the total payment limit for FY 1995-96 for the County's AIDS Program and must, therefore, be approved by the Board. Three certified/sealed copies of this Board Order should be returned to the Contracts and Grants Unit for submission to the State.
