MICHAEL WALFORD, PUBLIC WORKS DIRECTOR DATE: May 21, 1996 SUBJECT: ACCEPT Resignations from the Countywide Bicycle Advisory Committee and REFER Modifications to Committee Membership to the Transportation Committee SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION I. Recommended Action: 1. ACCEPT resignation of the members of the Countywide Bicycle Advisory Committee in the following districts and REQUEST the Clerk of the Board to apply the Board policy to fill the vacancies as recommended by the Countywide Bicycle Advisory Committee. a. District #1: Eric Wittig b. District #4: Cecile Shepard C. District #5: Richard Allen and alternate Steve Mosby 2. REFER the recommendation of the Countywide Bicycle Advisory Committee on revising committee membership to the Transportation Committee for a report back to the Board. H. Financial Impact: No impact to the County General Fund. M. Reasons for Recommendations and Background: On August 4, 1992, the Board of Supervisors formed the Countywide Bicycle Advisory Committee (CBAC). Reasons for Recommendations and Background ( continued): Three years ago,the committee took on the task of drafting and completing the Countywide Bicycle Action Plan. This was funded through a TDA Grant and benefits all of the cities and Contra Costa County. After recently completing the Countywide Bicycle Action Plan, the committee discussed their goals for the coming year. As part of that discussion the committee expressed concern that some of the committee members rarely, if ever, attended the meetings. A sub-committee was formed to review member attendance of past meetings and to contact those members who had not regularly attended to find out why they did not attend. The sub-committee discovered that three of the district representative could not attend due to conflicts with their jobs and/or could not fit it into their daily schedule. In addition, there were three membership changes recommended: 1)Delete the California Highway Patrol from the committee; 2) Delete the Superintendent of Schools from the committee and; 3) Add an additional bicycle organization to the committee. We are recommending the Board declare vacancy for the three districts representatives who can no longer attend the meetings and refer the membership modifications to the Transportation Committee. IV. Consequences of Negative Action: There would be no replacement of those members that can not attend and no consideration to modify the committee membership.
