ADDENDUM

May 14, 1996
Chairman Smith introduced the issue of the County's temporary employee situation and
then called for public comment on the matter. The following persons addressed the
Board:

Jeanne Walker-Johnson, Labor Coalition, 116 Windhover Way, Martinez
Pamela Aguilar, AFSCME, Martinez
At the conclusion of the discussion, the Board took the following action:
IT IS BY THE BOARD ORDERED that the Human Resources Director is DIRECTED to
develop a policy for the equitable treatment of represented temporary employees
including the possible limitation of one thousand hours of work per year in a temporary
position and the feasibility, consistent with the law and Merit System ordinances and
regulations, of granting Permanent Intermittent employment status to persons currently
in long-term temporary positions;
IT IS FURTHER ORDERED that the Human Resources Director is REQUESTED to �.
report back to the Board with proposed language to implement these policies;
IT IS FURTHER ORDERED that the Board of Supervisors RECOGNIZES that these
policies are subject to the meet and confer process with each bargaining unit;
IT IS FURTHER ORDERED that the Human Resources Director is DIRECTED to provide
a report to the Board on the following issues respecting represented temporary
employees: the County's ability to track the costs incurred by training and retraining
temporary employees for long-term temporary positions; the frequency of one day lay-
offs and the subsequent rehiring of the same temporary employees to fill the same
positions, including the possibility of seniority retention when this occurs; the possible
development of preference points for temporary employees who apply for comparable
permanent position openings; and a cost estimate for providing medical benefits to
temporary employees, post-hire, after they have been employed for a predetermined
number of months.
