RECOMMENDED ACTION:
1. ACCEPT the Contra Costa County Library 1995 Annual Volunteer Report.
2. ACKNOWLEDGE and honor the recipients of the 1995 Contra Costa County Library and Project Second Chance
(Library Literacy Program)"Volunteer of the Year,""Pair of the Year,"and"Group of the Year"for their dedicated
volunteer service to the Contra Costa County Library.
Library Volunteer of the Year- 1995: Raymond Gaschir.Internet Docent at the Central Library, Pleasant Hill
Raymond embodies the qualities of a highly valued volunteer and member of the library "team." He has volunteered
for one and one-half years as an Internet Docent; works well with the public and staff,troubleshoots problems with the
Internet; substitutes for other volunteers; and encourages fellow members of the Mt. Diablo Amateur Radio Club to
donate books to the library.
Library Volunteer of the Year-Project Second Chance: Marge Podell
Marge has taken on each of her roles at Project Second Chance with dedication , efficiency and dependability. She
provides PSC with accurate. statistics required for county and state library reports. And, after her many years of
teaching,Marge continues to impart a special, sincere brand of knowledge.
Library Volunteer Pair of the Year: Fran Fraser and Jeanne Will,Martinez Friends of the Library
The outstanding work of Fran Fraser and Jeanne Will included securing grant money for renovation of the Martinez._
Library remodeling project. Fran and Jeanne participated in weekly meetings with city and library staff, as well as
working with contractors to plan and coordinate the various components of the project. During the actual remodeling,
they both put in countless hours working side-by-side with library staff in order to complete the project.
Library Volunteer Pair of the Year-Project Second Chance: Jim Felde and Sandra Sharpe
These two individuals have single-handedly maintained PSC's computer labs in Antioch and Pleasant Hill, promoting
the importance of computer literacy as a life skill of timely importance. Jim and Sandra are familiar with software
structured to meet the needs of adults learning to read and have applied it to personalize each learner's program. Their
presence has rejuvenated PSC's computer literacy component.

Library Volunteer Group of the Year: Pinole Friends of the Library
The Pinole Friends of the Library have participated in ongoing community involvement and support of the library,
including supporting political issues which affect library funding. They have assisted in developing a partnership
between the City and County, bringing benefit to the community in the form of a replaced roof, additional open hours,
additional materials funds, and new service programs for youth.
Honorable Mention Awards:
The Library would like to recognize the following volunteers for receiving Honorable Mention awards for their
volunteer service:
Volunteer of the Year: Thelma Fontana(Antioch Library); Lori Lyn McDowell(Walnut Creek Library); Marilyn
Goodman(El Cerrito Library);Mary Lou Klovee(Brentwood Library); Bev Novarina(Oakley Library); Charlotte
Parent (Orinda Library); Henry Schuyler(Administration); Terry Reichardt (Moraga Library); Madaline Rizzi
(Concord Library).

REASONS FOR RECOMMENDATION:
The increased use of volunteers in the County Library over the past year has been a result of a partnership between the
County in providing funding through the Productivity Investment Fund for a Volunteer Coordinator position at the County
Library, with the employee organizations which have worked with the county to develop new programs for volunteers and
County Library staff who have worked to implement successful new volunteer programs. As a result over 82,079 volunteer
hours were donated to the library in the past year by over 1,000 volunteers. The hours donated represent an 18% increase
over the previous year. The attached report provides details on the successes of the program.
Annually the County Library honors its outstanding volunteers. The Board of Supervisors will have the opportunity to honor
the Contra Costa County Library and Project Second Chance`Volunteers of the Year- 1995".

Contra Costa County Library 1995 Volunteer
Report to the Board of Supervisors
It is a pleasure to present the achievements of the Contra Costa County Library Volunteer
Program in 1995. This past year has been one of growth and new opportunities for
volunteers in the library. Over one thousand volunteers contributed 82,079 hours of
service to the Contra Costa County Library as in-library volunteers, Project Second
Chance tutors and Friends of the Library. These figures represent a 38% increase for in-
library volunteers and an overall increase of 18% over 1994.
In cooperation with the Local One and AFSCME "Letter of Understanding," many new
volunteer tasks and opportunities are now being offered which serve to support library
staff and enhance services offered to the public. The expansion of volunteer jobs has
allowed a greater range of opportunities from which the public can choose and contribute
to their community library. The increase in volunteer involvement this,past year reflects
the importance of libraries to the community and the desire to support library services and
staff. Many new tasks are now being performed by volunteers and expansion of current
volunteer programs has occurred. A description of the volunteer programs and new tasks
follows.
• Program Services
*Computer Catalog`Docents: Training of Computer Catalog volunteers
began at the end of 1995, culminating in a total of over 300 volunteers
trained to demonstrate the new computer catalog to the public.
*Grandparents and Books/BookBuddies: New programs were initiated at
the Clayton, Crockett, Oakley, Rodeo and San Ramon Libraries. The
program was expanded to include volunteers 16 years and older.
*Internet Docents(InfoPeople Project): Volunteer docents were trained to
assist the public in accessing the Internet.
*Homework Help Program: New Homework Help programs, designed to
assist students with homework assignments,were established at Clayton
Library and the Bay Point Library. Pinole Library volunteers, in alliance
with the West County Public Education Fund, staff the Afterschool
Enrichment program in Pinole.

*Project Second Chance: Volunteers provide one-on-one tutoring to adult
learners;teach adult learners how to help their pre-school children read,
offer Computer Assisted Learning to help adult learners become computer
literate;began offering a new, innovative reading program for non-
traditional learners.
*Books for the Homebound: Volunteers deliver books to patrons who are
homebound or residing in a convalescent home. Volunteers also deliver
books to pre-school programs in the Orinda community.
• Public Services:
Supplemental services in circulation and information services include:
Clear bookdrop;instruct the public in the use of new computer products, such as
Infotrac, SIRS and self-check machines; greet public; preparing library for
opening; genealogy research assistance.
• Support Services
Supplemental services in shelving, mending& maintaining collections include:
Clean and mend books; process pamphlets and college catalogs; prepare analytics;
search for recalls; check-in new periodicals; create bulletin boards and displays;
search shelves for overdue materials; assist with organization of local government
corner; check audiovisual materials for damage; keeping collection in order.
In addition to providing valuable services, volunteers also raise money to support the
library. Friends of the Library groups donated over $322,126 in 1995 to purchase library
materials, provide library programs for the public, and to extend library hours.
Library Commission members support the library by serving as an advisory council on
issues that are relevant to the Contra Costa County Library and the community library
branch.
The Board of Supervisors approved the full-time Volunteer Coordinator position with the
use of Productivity Investment Funds. Great strides have been made this year in the
utilization of volunteers and refinement of the Library Volunteer Program. Due to the
cooperation of Local One and AFSCN1E, a well- planned program was developed and
this created an environment conducive to the future growth of the Library Volunteer
Program.

**Decline in figures from 1992 to 1993 reflect the loss of two major Federal grants which funded the

Description of the Library Volunteer Program
The Library Volunteer Program serves to extend and enhance library services to the public
and support library personnel: The Library Volunteer Program offers a wide range of
opportunities, including:
*Assisting students with homework studies in the Homework Help Program
*Encouraging the love of reading and joy of books in young children through the
Grandparents and Books/Book Buddies read'-aloud program
*Delivering books to homebound and convalescent home patrons
*Training library patrons how to access the Internet
*Assisting with genealogy research
*Increasing the longevity of library materials with the Book Mending program
*Maintaining collections through shelving, shelf-reading, checking videos and audio
-cassettes for damage, keeping magazines and newspapers in order
*Providing-Public Service Support by assisting with the daily opening ofthe library,
assisting patrons with the self-check machine, checking and maintaining pamphlets,
college catalogs, phone books, etc.
*Assisting the public by demonstrating and assisting patrons in the usage of the computer .

Description of Project Second Chance Pro ram
Project Second Chance is a multi-faceted program. Programs include:
*One-on-one tutoring to adult learners
*Families for Literacy, a program designed to break the cycle of illiteracy by teaching Adult
learners how to help their pre-school children read
* Teaching innovative reading methods to learners, using the Reading Revolution
techniques.
*Computer Assisted Learning, a program which used computers at its learning center to
reinforce basic skills and helps adult learners become computer literate
