SPECIFIC REQUEST(S) OR RECOMMENDATIONS (S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
Approve and authorize the Redevelopment Director to sign a contract
with Contra Costa County for real property services relative to
property acquisition/relocation needs for the Oakley Old Town Specific
Plan, Oakley Redevelopment Project Area.
FISCAL IMPACT
No General Fund money will be used on this project. The total
estimated contract amount is $350, 000 and will come the Oakley
Redevelopment Project Area capital portion of the tax increment funds.
The downtown improvements project is included in the Agency budget.
BACKGROUND/REASONS FOR RECOMMENDATIONS
A major redevelopment activity in Oakley is to improve the
infrastructure . The community and County staff have undertaken a
Specific Plan process for the Old Town Oakley Area because of the
impending need for improvements to State Route 4 . One prop ty, 3450

Main Street, is located within the right-of-way of either roadway projects
proposed in the Oakley Old Town Specific Plan. The property owners have been
actively trying to sell their' property but have been unsuccessful dine to the
proposed roadway projects . The owners cannot wait to sell their property until
either roadway improvement project is implemented. Therefore, they have
requested the Agency purchase their property in advance of any roadway
improvements .
Staff has confirmed that the property is within the right-of-way of either
proposed roadway projects . Therefore, to prevent penalizing the property
owners, the Agency should proceed with the property acquisition process . OMAC
concurred with Agency staff' s recommendation at their November 13, 1995 meeting.
