I. RECOMMENDED ACTION:
APPROVE funding for six summer recreation programs and allocate funding from the Housing
Authority Conventional Housing and Section 8 budgets as recommended by the Advisory Housing Commission:

II. FINANCIAL IMPACT
A total of$55,500 has been budgeted by the Housing Authority of the County of Contra Costa for summer
recreation programs during 1996. Funding sources for the summer recreation programs are $32,000 from the
Housing Authority's Section 8 budget and$23,500 from theHousing Authority's management funds.
III. REASON FOR RECOMMENDATIONBACKGROUND
The Housing Authority has solicited summer recreation program proposals in order to provide alternative
programs for youth in public housing developments during the summer months.
1. CA011008-LOS ARBOLES,Oakley
Camp Fire Boys and Girls is requesting funding to conduct a summer program in the Los Arboles
development. The program would serve 25-30 youth ages 5 to 12. The program includes field trips, arts, crafts and
performance art activities.
2. CA011005,EL PUEBLO,Pittsburg
Pre-School Coordinating Council would provide services specifically for 18 children between the ages of 2
1/2 to 5 years, for families residing in El Pueblo. The program emphasizes educational activities which include
social and emotional growth, language and arts activities and physical development and cognitive skills.
Additionally,the program will reflect parent involvement,training, information and referral.
3. CAO 11005, EL PUEBLO,Pittsburg
East County Boys and Girls Club proposes six core areas for program support of El Pueblo Youth. The
program explores personal adjustment issues,citizenship and leadership development, cultural enrichment,Health
and physical education, social recreations services and outdoor and environmental educational services.
Transportation will bring youth to the East County Boys and Girls facility at 1001 Stoneman Ave for programs
slated from June 17 to August 30, 1996.
4. CA011002,LOS MEDANOS,Bay Point
1st Baptist Head Start would operate a six-week program beginning the week of June 17th,two weeks
longer than the program operated in 1995. The program would serve 30-40 children daily for 5 hours per day.
Priority would be given to families of Los Medanos public housing,followed by neighboring residents. Social,
language, physical,nutritional and educational programs are planned. The goal is to build a stronger community of
self-sufficient individuals by nurturing and empowering children and families through individualized services. The
targeted start date is June 17-July 31, 1996.
5. CA011001,ALHAMBRA TERRACE,Martinez
An innovative collaboration is planned by the Martinez Police Activities League(PAL)volunteers and the
Arts&Culture Commission of the County of Contra Costa. Utilizing a facility in Martinez at the agency's oldest
public housing site,this program is targeting 50-80 public housing, Section 8 and community youth. The program is
building on a model referenced by HUD Secretary Cisneros in"Arts in Public Housing"programs and anti-drug
alternative activities. "Arts Alive"plans to serve youth between the ages of 12 and 18 from June 24-August 23.
Two three-hour classes will be offered each day covering performing and written arts. This program is a pilot effort
for the new Arts&Culture Commission with seed money from the Housing Authority;the PAL and Arts&Culture
Commission plan to replicate its activities with outside funding in future years.
IV. CONSEQUENCES OF NEGATIVE ACTION:
Should the Board of Commissioners elect to not approve the expenditure of funds from the Housing
Authority Section 8 and Conventional budgets to authorize the 1996 Summer Recreation Programs in
Oakley, Pittsburg,North Richmond, Rodeo, Bay Point and Martinez, those areas will be deprived of
programs which provide recreational, educational and social activities to its youth participants and their
families.
