SUBJECT:
WORKFORCE DEVELOPMENT PROGRAM
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)8 BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
A. Agree to sponsor a Workforce Preparation Forum on June 13, 1996 from 8:00 a.m. to
noon at the Pleasant Hill Community Center, 320 Civic Drive, Pleasant Hill;
B. Encourage Contra Costa County Public Agencies, Civic and Business Organizations,
Educational Agencies, and Contra Costa County Departments to send representatives
to the forum;
C. Request the Contra Costa PIC to continue to pursue a dialogue with potential-
workforce development partners for the establishment of a local Workforce
Development Board and the establishment of "One Stop Employment and Training
Career Centers";
D. Request the County PIC and its staff to provide the Board with suggested actions that
the Board and its staff could take to assist in the establishment of a Workforce
Development Board and One Stop Centers.
II. FINANCIAL IMPACT:
None, necessary expenses to be tailored to the limitations of the JTPA administrative grant
fund.

`III. REASONS FOR RECOMMENDATIONBACKGROUND:
On Tuesday, May 7th, the Board and its staff attended a luncheon workshop with the PIC
providing a briefing on the status of federal and state workforce development block grant
legislative and administrative proposals. This Board Order is to affirm the Board's
conceptional support of a coordinated Countywide effort to develop and maintain a highly
skilled labor force necessary to support a healthly local economy.
