SUBJECT: Approve Project, Approve Plans and Specifications and Advertise for bids
for the San Pablo Dam Road Slide Repair (Sta. 254) Project,
Between EI Sobrante and Orinda in the West County Area.
Project No. 0672-6R6210, CDD-CP # 96 - 14.
Specific Request(s) or Recommendation(s) & Background & Justification
I. RECOMMENDED ACTION:
APPROVE Project, and
DETERMINE that the project is a California Environmental Quality Act Class 1 c
Categorical Exemption,
DIRECT the Director of Community Development to file a Notice of Exemption
with the County Clerk.
DIRECT the Public Works Director to arrange for payment of the $25.00 handling
fee to the County Clerk for filing of the Notice of Exemption.
APPROVE the Plans and Specifications for the Project and
ADVERTISE for bids to be received on Tuesday, June 18, 1996 at 2:00 p.m.
DIRECT the Clerk of the Board to publish the Notice to Contractors in
accordance with Section 21191 of the Public Contract Code at least 21 days
prior to bid opening.
FIND that the project will not have a significan effect(Q h environment.

II. FINANCIAL IMPACT:
The estimated project cost is $325,000, funded by FHWA 88.53%, and Road
Funds 11.47%.
III. REASONS FOR RECOMMENDATION/BACKGROUND:
The project includes pavement repair, shoulder and embankment work and
structural rehabilitation of the landslide.
It is needed to stop the present migration of the slide at Station 254+00 and
secure the structural integrity of the adjacent roadway.
The project has been determined to be in compliance with the General Plan and
is exempt from CEQA because the repairs will not involve an expansion of use
beyond that previously existing nor result in the removal of any scenic resource.
The Public Works Director has filed with the Board of Supervisors the Plans and
Specifications for the project.
The general prevailing rates of wages, which shall be the minimum rates paid on
this project, have been filed with the Clerk of the Board and copies will be made
available to any interested party upon request.
IV. CONSEQUENCES OF NEGATIVE ACTION:
Delay in approving the project will result in a delay of design and construction
and may jeopardize funding. If the project is not approved for advertising, it will
not be constructed.
