S. Department of Labor Employment and Training Administration for a demonstration grant to link the Private Industry Council's One-Stop Workforce Development System with the County's Family Services Centers in Bay Point and North Richmond. BACKGROUND/REASON(S) FOR RECOMMENDATION(S): Community needs assessments have clearly shown that economic development, with a particular emphasis on increased employment, is a top priority for Bay Point and North Richmond residents. Currently, the County does not have electronic linkages between its GAIN program and the Private Industry Council's One-Stop Workforce Development program. This grant application to the U. S. Department of Labor would facilitate PLC's participation in service integration to build an effective employment training, placement and development component at the family service centers. The electronic linkages between the service integration sites and the JTPA regional offices and DTPA administration would allow for sharing software and increased communication, including the possibility of linked data bases, joint case management and shared software for assessment and labor market information. This electronic linkage is very important to increase efficiency of operation and to be more effective in serving our clientele. The Labor Department has allocated approximately$1.9 million for the grants and expects to award approximately 8 to 13 grants in the range of$100,000 to$250,000 each. The term would be 15 months from the date"of award. RECOMMENDED ACTION: A. That the County Board of Supervisors accept the private donations for the purpose of generating summer jobs for unemployed youth in Contra Cost County; whereas such acceptance complies with California government Code Section 25355 and; B. To authorize the Executive Director of the Private Industry Council (PIC) to administer said funds for payment of wages and fringe benefits of youths hired temporary under the County's unsubsidized 1996 Summer Youth Jobs Program and; C. To authorize said Executive Director to execute non-financial worksite agreements with the San Ramon, CA. office of Chevron Corporation and local State Employment Development. Department (E.D.D.) offices; and to begin hiring youth on May 1, 1996, or thereafter, as temporary County employees, for subsequent SYJP worksite placements in supervised E.D.D. offices and Chevron Corporation offices, and if other funding becomes available, with PIC selected local public and/or non-profit private agencies and; D. To authorize said Executive Director to prepare a letter for all board members to sign expressing appreciation to private sector corporations/businesses for the continued support of the SYJP program and donation; and E. That Board members acknowledge and endorse the "1996 SYJP kick- off function", that will be held in collaboration with the Concord Chamber of Commerce at their May 16, mixer at cafe Ambrosia, 5400 suite B-5, Ygnacio Valley Road, Concord, CA. and; authorize said executive director to prepare a letter for all board members to sign acknowledging parties who donated to pay for the kick-off function. REASONS FOR RECOMMENDATION/BACKGROUND: The Contra Costa County Private Industry Council's unsubsidized Summer Youth Jobs Program (SYJP) in partnership with the Board of Supervisors and the business community have placed over 30,000 youths in summer jobs during the past thirteen years. The need for the board to continue supporting this successful program is essential in ensuring the welfare of our unemployed youth during the summer months and partnership with the private sector. #11:A:\BOARD\SYJPDON.96
