SUBJECT: APPOINTMENT TO THE ECONOMIC DEVELOPMENT COMMITTEE
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
1. APPOINT to the job training seat on the Economic Development Committee
for the balance of a two-year term ending November 15, 1997:

2. CONTINUE to limit the scope of work for the Economic Development
Committee to Community Development Block Grant (CDBG) related activities
until the balance of the seats on the Committee are filled.
3. POSTPONE the solicitation of additional members for the Economic
Development Committee until the County has hired an economic development
program manager and the scope of work of the Committee has been fully
identified.
4. DIRECT the Community Development Director to report to the Internal
Operations Committee in October, 1996 with recommendations for additional
members.

BACKGROUND:
As is outlined in the attached memo from the Community Development Department
staff, the Economic Development Committee is a 9 member body appointed by the
Board of Supervisors. Appointments have been made to five of the seats. Four
remain vacant. Staff has been able to recruit Mr. Weible for the job training seat.
As the staff report points out, there has been some difficulty recruiting members for
this committee until we are able to define the full scope of the Committee's eventual
work. We are agreeable to postponing recruiting additional members for the
Committee until an economic development program manager is on board. We are
asking for a further status report from staff in October.

SUBJECT: APPOINTMENTS TO THE ECONOMIC DEVELOPMENT COMMITTEE
BACKGROUND
On June 19, 1995 the Board of Supervisors approved the creation of an economic
development committee. The initial purpose of the Committee is to work with the
Community Development Department to develop recommendations to the Board
concerning the allocation of Community Development Block Grant (CDBG) funds among
eligible economic development projects. The Board also wants the Committee to
ultimately act as a policy advisory body to the Board on related economic development
matters.
On November 14, 1995 the Board of Supervisors approved the appointment of four
members to the Committee and limited the scope of work to CDBG related matters until
additional members could be appointed (Board Order attached). As established by the
Board, the Economic Development Committee is to consist of nine members, to be
nominated by the Internal Operations Committee (IOC), representation is as follows:
One labor representative
Two education representatives
Two small business representative
One special district/utility representative
One banking finance representative
One job training representative
One community based organization representative
The following Committee seats are still vacant: labor, banking, job training, community
based organization, and a small business representative.
COMMUNITY REPRESENTATIVE
The Community Development Department was directed to solicit nominations for the
vacant Committee seats. The Department has issues press releases, and made a
presentation to the Contra Costa Economic Partnership. Staff has spoken to and
provided applications to several people. The following individual has expressed an
interest and is recommended for nomination to the Economic Development Committee,
a copy of the application and resume is attached for your review.
• Wayne Weible -employed by the State of California - representing training.
STAFF RECOMMENDATIONS
• Consider staff recommendation to appoint Mr. Weible to the Committee for a term
of two years.
• Continue to limit scope of work to CDBG related activities.
• Postpone the solicitation of additional members until the County has hired an
economic development program manager and the scope of work of the Committee
has been fully identified.
• Return to the IOC no later than October 1996 with recommendations for additional
members.
