HomeMy WebLinkAboutMINUTES - 05141996 - C18 0 ORDINANCE NO. 96- 8 (VERY HIGH FIRE HAZARD SEVERITY ZONES) The Contra Costa County Board of Supervisors as the Board of Directors of the Contra Costa County and Orinda Fire Protection Districts ordains as follows: SECTION 1: The areas identified by the Director of the California Department.of Forestry and Fire Protection as Very High Fire Hazard Severity Zones in Orinda, Lafayette and EI Sobrante as more particularly described in Exhibits A, B and C attached hereto and incorporated by reference herein, are designated as Very High Fire Hazard Severity Zones as required by Government Code§51179(a) and the Director's identification. SECTION 2: The Fire Chief is hereby authorized to designate additional Very High Fire Severity Zones within 120 days of receiving additional identified zone areas from the California Department of Forestry and Fire Protection, subject to confirmation by this Board. SECTION 3: The Fire Chief, when specifically authorized by this Board, may designate areas not identified as Very High Fire Hazard Severity Zones by the California Department of Forestry and Fire Protection following a finding supported by substantial evidence in the record that the requirements for Very High Fire Hazard Severity Zones are necessary for effective fire protection within the area. Ord. No. 96- 8 SECTION 4: The Fire Chief may decline to designate an area or areas identified by the California Department of Forestry and Fire Protection as Very High Fire Hazard Severity Zones following the Chiefs finding supported by substantial evidence in the documented record that the requirements for a Very High Fire Hazard Severity Zone or Zones is or are not necessary for effective fire protection within the area. SECTION 5: As required by law, the Building Official shall administer the provisions of Section 3203, Title 24 California Code of Regulations, in all Very High Fire Hazard Severity Zones identified herein and as designated in the future by the Fire Chief. SECTION 6: EFFECTIVE DATE. This ordinance becomes effective 30 days after passage, and within 15 days after passage shall be published once with the names of supervisors, voting for and against it in the Contra Costa Times , a newspaper published in this County. No. 96- 8 VERY HIGH FIRE HAZARD SEVERITY AREA CITY OF ORINDA NORTH The Very High Fire Hazard Severity Zone for Orinda north of State Highway 24 includes the entire area within the city limits of Orinda north of State Highway 24. SOUTH The very High Fire Hazard Severity Zone for Orinda south of State Highway 24 includes the area within the city limits of Orinda south of State Highway 24 except: (a) The area on the west side of Odnda zoned A-2 and generally known as Gateway Valley. (b) The area in southern Orinda south of the parcel zoned A-2 and the area south of Orinda Oaks Park to the Moraga city limit. EXHIBITA Ord. No. 96- 8 VERY HIGH FIRE HAZARD SEVERITY AREA CITY OF LAFAYETTE Beginning at the northwest comer of Lafayette's city limits, the Very High Fire Hazard Severity Area boundary proceeds southerly along the city limit line adjacent to the Orinda city limit line to the Mount Diablo baseline. Then easterly to the East Bay Municipal Utility District property line. near the area known as Moraga Meadows. The northerly along the East Bay Municipal Utility District property line west of Lafayette Reservoir to Mt. Diablo Boulevard. Then west along Mt. Diablo Boulevard to Acalanes Road. Then north to the north side of State Highway 24. Then east on the north edge of State Highway 24 to Happy Valley Road. Then northwesterly along Happy Valley Road to Panorama Drive. Then north along Panorama Drive to East Bay Regional Park District property line at the Rancho EI Sobrante line. Then east to the Lafayette city limit line. Then northerly and westerly along the Lafayette city limit line to the northwest comer of the Lafayette city limits. EXHIBIT B Ord. No. 96- 8 VERY HIGH FIRE HAZARD SEVERITY AREA EL SOBRANTE (East Richmond Heights) Beginning at McBryde Avenue the Very High Fire Hazard Severity Area boundary proceeds to Arlington Avenue. Then southerly to EI Cerrito city line. Then easterly along EI Cerrito city line to East Bay Regional Park property line at Wildcat Canyon Regional Park. Then northerly along East Bay Regional Park, and then southerly to McBryde Avenue. EXHIBIT C Ord.
