SUBJECT: COUNTY SANITATION DISTRICT NO. 5 NOTICE OF FILING OF THE PRELIMINARY
ENGINEER'S REPORT AND SET HEARING DATE FOR APPROVAL OF ANNUAL SEWER
SERVICE CHARGES, PORT COSTA AREA. Project No.: 7380-6X9E40
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
I. Recommended Action:
1. SET July 9, 1996, at 9:45 a.m. in the Board of Supervisors' Chambers, 651 Pine Street,
Martinez, California, as the time and place for a public hearing to consider oral and written
objections or comments concerning establishing the annual sewer service charges for
Sanitation District No. 5 for Fiscal Year 1996-97.
2. DIRECT the Clerk of the Board to publish a notice of the date, time and place of the public
hearing including a general explanation of the matter to be considered at least 10 days
prior to the hearing pursuant to Government Code Section 6061.
II. Financiallmpact:
The above actions have no impact on County finances. Services to Sanitation District No. 5 are
funded entirely by the annual sewer service charges.
III. Reasons for Recommendations and Background:
The proposed levy of annual sewer service charges benefits all property owners within Contra
Costa County Sanitation District No. 5 by providing the District with a sewage service system for
the collection, treatment and disposal of sewage. This action is in accordance with Sanitation
District No. 5 Ordinance No. 22, adopted by the Board of Supervisors on July 25, 1995. This
action does not result in an increase in service charges assessed to property owners within
Contra Costa County Sanitation District No. 5.
V. Consequences of Negative Action:
The collection and treatment of waste water is necessary to protect the public health and.the
environment. /11
