ACCEPT the attached report from Sara Hoffman, Senior Deputy County Administrator, on the work to date of the Executive Committee of the Policy Forum. 2. DIRECT the County Administrator to advise the members of the Family and Human Services Committee of all meetings of the Executive Committee of the Policy Forum and of the;Policy Forum so that they can attend some or all of the meetings if they wish to do so and, if necessary, ask the County Administrator to discuss with the members of our Committee the organizational structure of the Policy Forum, its Executive Committee and how the Family and Human Services Committee fits into this structure. 3. REQUEST the County Administrator to report again to the Family and Human Services Committee on July 8, 1996 on the work of the Policy Forum and its Executive Committee. BACKGROUND: On March 5, 1996, the Board of Supervisors approved a report from our Committee which asked the County Administrator to report regularly to our Committee on issues on which the Board of Supervisors should act or which should be brought to the attention of the Board of Supervisors. Ms. Hoffman reviewed the attached report with our Committee. We are pleased to see that the Department Heads and others who are members of the Executive Committee are concerned enough about their relationship with each other that they have agreed to set aside one entire day for a retreat or workshop at which they will be able to work through their relationship with each other and the impact that each Department's program's have on the other Departments. As a part of this discussion, we believe that it is important that our Committee be a part of those discussions and that we all agree on the proper role of our Committee in the organizational structure which is the Policy Forum. We want to have a further progress from the County Administrator on this subject on July 8, 1996. Discussion covered organizational issues, including convening the larger Policy Forum group, nominees for representatives for which the Executive Committee is responsible and other organizational issues. Staff reported that letters had been sent to all organizations designated for;nominating candidates to the larger Policy Forum. To date, responses have been ;received from the Countywide Youth Commission, Assemblyman George Miller's office, Assemblyman Richard Rainey 's office, the Cowell Foundation and the Zellerbach Family Fund. Follow up calls will!be made to the other organizations. J. The Executive Committee discussed the need to establish internal Iworking relationships and direction for the Executive Committee. To do so will require each of the members to understand the driving forces;of change in the other disciplines as well as time for discussion and brainstorming.; Consequently, the Executive Committee agreed to set aside one full day for discussion. Staff is currently in the process of scheduling the meeting. The Policy Forum brings together a wide range of interests and programs that affect the lives of children and families.; The Executive Committee felt very strongly that it was important to spend the extra time to properly structure and give direction to the Policy Forum if it is to make meaningful system change that will increase our ability to improve the lives of children and families. ; cc: Executive Committee ;
