BACKGROUND/REASON(S) FOR RECOMMENDATION( . I On March 5, 1996, the Board of Supervisors approved an order to establish the Family and Human Services Policy Forum, to consist of representatives from County Departments, contract agencies, advisory boards, non-profits and elected officials. As defined by the Board, the purpose of the forum is to provide a structured venue to discuss common challenges, issues, problems, opportunities, resources and priorities in order to improve the well-being of children and families. Diablo School District In addition to the Executive Committee, the Board ordered that the Policy Forum will include: • One representative from the Countywide Youth Commission. • One representative from a local foundation or other funding agency. • Three representatives from consumers of family and human services nominated by the Executive Committee. • Three community representatives. • Representatives from member of this County, s State and Federal Legislative Delegations who choose to participate, as follows: ✓ 7h Congressional District ✓ 101' Congressional;District ✓ 7"' Senate District ✓ 9"' Senate District ✓ 11"' Assembly District ✓ 14'Assembly Distfict ✓ .1 Vh Assembly District • One city representative nominated by the Public Managers Association. • One law enforcement representative nominated by the Police Chiefs' Association. 0 One labor representative;nominated by the Labor Coalition. The Executive Committee has contacted the Public Managers, Association, the Police Chiefs Association and the Labor Coalition to;solicit interest in nominating a representative to the Policy Forum, and is awaiting their responses. ; The County invited each of the relevant State and Federal Legislative Delegations to participate in the Policy Forum. Representatives from three Districts expressed interest. As per the November 5, 1996 elections, the Executive Committee will be contacting newly elected representatives to solicit their participation in the Policy Forum' ; The Board also directed the County Administrator to meet with contract agencies to devise a method of defining and selecting a representative number of contract agency representatives to serve on the Policy. In response, the Executive Committee invited community based lorganizations to express their interest in participating in the Policy Forum. The Contra Costa County Contractors Alliance collected the responses and recommended a slate of qualified candidates. The Executive Committee recommends that the top three candidates from this list be included in the Policy Forum.
