REORGANIZATION OF THE COMMUNITY SERVICES DEPARTMENT AND
SUBJECT: EVALUATION OF THE IMPACT OF FEDERAL WELFARE REFORM ON
VARIOUS COUNTY DEPARTMENTS
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
1. DIRECT the County Administrator to schedule public meetings in East,
Central and West County as quickly as possible and advertise them to the
community at large and to particularly interested and affected groups. The
purpose of these meetings is to allow the community and interested
individuals and organizations to hear the consultant's report and provide their
thoughts on the manner in which we should reorganize the Community
Services Department in preparation for welfare reform proposals at the
Federal and State level. These public meetings should be held in the evening
and should be held in late April and early May at intervals of approximately
one week. DIRECT that these meetings be scheduled as adjourned meetings
of the Board of Supervisors so other Board members can join us if they wish
to do so.
2. DIRECT the County Administrator to prepare for presentation at the three
public meetings:
an overview of the challenges and opportunities which may be
presented to the Board of Supervisors with the present Federal and
State welfare reform proposals,
an overview of what organizational and service delivery models are
being considered in other jurisdictions,

an outline of the problems which the present service integration model
is attempting to address in terms of the manner in which services are
provided to individuals and families and some conceptual models the
Board of Supervisors might consider to address those problems.
3. Parallel with the public meetings noted above, DIRECT the County
Administrator to convene staff to begin preparing a more detailed impact
analysis of the Community Services Department - Social Service Department
organizational option and further, DIRECT the County Administrator to prepare
recommendations taking into account the comments that are made at the
three public meetings and return his recommendations to the Board of
Supervisors for the Board's further consideration.
4. AUTHORIZE the County Administrator to utilize the services of Paul McIntosh
as needed to assist with the community input and staff reports described
above.
BACKGROUND:
On March 5, 1996, the Board of Supervisors referred to our Committee a report from
the County Administrator and a consultant. The consultant's report recommended
the following:
1. Combine the Department of Community Services, Department of Social
Services and other social service program providers into one unit.
2. Begin now to plan for restructuring of social service programs.
3. Include Job Training in the Temporary Assistance program.
In discussing the consultant's report, the Board of Supervisors took the following
actions:
0 Accepted the report of the consultant, Paul McIntosh.
0 Directed the County Administrator to prepare organizational options.
0 Referred the organizational options to the Family and Human Services
Committee for coordination of information and public meetings in the
community prior to bringing the options to the full Board.
On March 25, 1996, our Committee met with the County Administrator, the
Community Services Director and the Social Service Director. We agreed that our
Committee should hold three public meetings so the community and interested
individuals and organizations can attend and provide testimony to our Committee.
We are approaching these public meetings as an opportunity for the staff to set the
general scene in terms of some of the challenges that are facing the County and to
outline some of the problems and opportunities in terms of the delivery of human
services which may be presented if some or all of the pending welfare reform
proposals are enacted. We would then be asking the community to comment on
those issues and would be listening to the comments and concerns which are made.
While we expect the County Administrator to begin work immediately on the various
organizational options which the Board directed be prepared, we want to insure that
we receive comments from the community before staff is too far down the road in
identifying those options so that the community's interests and suggestions can be
taken into account.
