MICHAEL WALFORD, PUBLIC WORKS DIRECTOR DATE: April 2, 1996 SUBJECT: HEARING ON PROPOSED PRIORITY LIST OF THE TRANSPORTATION DEVELOP- MENT ACT ARTICLE 3 FUNDS FOR BICYCLE/PEDESTRIAN PATH PROJECTS FOR FISCAL YEAR 1996-97 SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION I. Recommended Action: APPROVE the following Project Priority List for Contra Costa County's Transportation Development Act Article 3 funds for Bicycle/Pedestrian Path projects for Fiscal Year 1996-97, and DIRECT the Clerk of the Board to forward the list to the Metropolitan Transportation Commission for final approval and allocation of funding effective July 1, 1996. II. Financial Impact: No impact to County General Fund III. Reasons for Recommendations and Background: In 1978, a procedure was recommended by the Conference of Mayors and adopted by the County Board of Supervisors to insure county-wide consensus in funding bicycle and pedestrian projects with Transportation Development Act Article 3 (TDA) money. Reasons for Recommendations and Background (cont.): In accordance with those procedures, each City and the County submitted applications for 1996- 97 TDA funds for bicycle and pedestrian facilities. The Countywide Bicycle Advisory Committee reviewed the projects in November of 1995. The TDA Subcommittee, a subcommittee of the City/County Engineers Advisory Committee (CCEAC), met in late December to field review all of the TDA applications submitted for funding consideration. Ten projects, totaling over $1,100,000, were reviewed by the subcommittee. This year's subcommittee is made up of representatives from San Pablo, Martinez, Pittsburg, Lafayette, the Metropolitan Transportation Commission, the County, the East Bay Bicycle Coalition, the Regional Bicycle Advisory Committee and the East Bay Regional Park District. The following exhibit lists all of the submitted projects. MTC estimated (preliminary) that $440,000 TDA funds would be available for 1996-97 in Contra Costa County. After reviewing all of the proposed projects and prioritizing the projects using criteria established for that purpose, the subcommittee recommended that the CCEAC accept a project priority list for the 1996-97 TDA Article 3 funds. The CCEAC approved the proposed priority list on February 2, 1996. On March 7, 1996, the Contra Costa Conference of Mayors approved the proposed priority list. The priority list has been reviewed by the Transportation Committee. The CCEAC requests approval of the project list for the 1996-97 TDA Article 3 funds. Subsequent to adoption of the list by the Board of Supervisors, the priority list will be forwarded to the Metropolitan Transportation Commission for final approval and funding allocation. IV. Consequences of Negative Action: Failure to approve the project list will result in a delay in the MTC process of allocating TDA funds in the Contra Costa County area.
