BRAGDON •• y` DIRECTOR OF COMMUNITY DEVELOPMENT ��STA COUK� DATE: APRIL 2, 1996 SUBJECT: REZONING APPLICATION-RZ953035-BELLECCI & ASSOCIATES (Applicant) - BEAR STATE ESTATE/BETHEL ISLAND (Owner) - REQUESTS APPROVAL TO REZONE APPROXIMATELY 2.52 ACRES OF THE SOUTH EAST CORNER OF A 20 ACRE PROPERTY FROM GENERAL AGRICULTURAL DISTRICT (A-2) TO RETAIL BUSINESS DISTRICT (RB) . SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS 1. Accept the Environmental documentation for this project as being complete and adequate. 2. Approve rezoning application RZ953035 as recommended by the East County Regional Planning Commission. 3. Adopt the County Planning Commission's findings as set forth in Resolution No. 5-1996 as the determination for these actions. 4. Introduce the ordinance giving effect to the aforesaid rezoning, waive reading and set date for adoption of same. FISCAL IMPACT NONE BACKGROUNDIREASONS FOR RECOMMENDATIONS The applicant's request was heard by the East County Regional Planning Commission on March 4, 1996. The Commission, after evaluating the proposal and evidence submitted, voted unanimously to recommend approval of the proposed rezoning to the Board of Supervisors. The rezoning conforms to the General Plan for the ar a p_. CONTINUED ON ATTACHMENT: YES SIGNATURE RECOMMENDATION OF COUNTY ADMINISTRATOR RECOMME ON ARD COMMITTEE APPROVE OTHER SIGNATURE(S) : ACTION OF BOARD ON April 2, 1996 APPROVED AS RECOMMENDED X OTHERX This is the time heretofore noticed by the Clerk of the Board of Supervisors for hearing on the recommendation of the East County Regional Planning Commission on the request by Bellecci & Associates (Applicant) and Bear State Estate/Bethel Island (Owner), for approval to rezone approximately 2.52 acres of the southeast corner of a 20 acre property designated as General Agricultural district (A-2) by the County General Plan. The proposal would rezone this property from General Agriculture to Retail Business district (R-B). Dennis Barry, Community Development Department, presented the staff report on this mat-ter. The public hearing was opened and no one appearing to give testimony; the public hearing was closed. 1. `I On recommendation of Supervisor Torlakson, IT IS BY THE BOARD ORDERED that recommendations 1, 2, 3 and 4 are APPROVED; and Ordinance No. 96-18 is INTRODUCED, reading waived, and APRIL 16, 1996, is set for adoption of same.
