HomeMy WebLinkAboutMINUTES - 04021996 - C42 TO: 4 BOARD OF SUPERVISORS � i FROM: William Walker, M.D., Health Services Director .f "s Contra DATE: March 19, 1996 — Costa County SUBJECT: Maintain Lead Poisoning Prevention Project Funding SPECIFIC REQUEST(S)OR RECOMMENDATIONS)&BACKGROUND AND JUSTIFICATION RECOMMENDATION: Adopt attached resolution supporting full and continued funding of lead poisoning prevention activities in Contra Costa County, as approved by the California legislature in 1991. Send the approved resolution to each of Contra Costa County's state legislators. FISCAL IMPACT* Lead poisoning prevention activities in Contra Costa County are funded by a state fee assessed against industries which historically contributed to environmental lead contamination -- primarily the paint and petroleum industries. The County receives approximately $175,000 per year from these state fees. Continued funding of the County's lead poisoning prevention activities is threatened on two fronts: 1) the Department of Health Services has proposed a 25% cut to county programs beginning fiscal year 1996-97 and 2) the paint industry has challenged the state funding mechanism in court and, if successful, could prevent future collection of fees t0 fund programs throughout the state. TR 1ND: In 1991 the California Legislature passed, and Governor Wilson signed, a law establishing the Childhood Lead Poisoning Prevention Program. This law required 1) that children under 6 be screened for lead poisoning and 2) that each county set up a program to provide medical follow up, environmental investigation and education to families of lead poisoned children. In the past three years, over 300 lead poisoned children have been identified in Contra Costa County. About 45% of the children are from the Richmond/San Pablo area and almost 30% are from the Pittsburg/Antioch area. The Contra Costa County Lead Poisoning Prevention Project (L.PPP) provides needed services to lead poisoned children, their families, health care providers and the community. Childhood lead poisoning is a tragic disease, which is entirely preventable by removing the source of exposure. Early intervention by the LPPP has helped to lower children's blood lead levels. Full funding is necessary to continue these efforts. CONSEQUENCE OF NEGAM_ACTION If funding for the LPPP is cut, vital case management services will be impaired and outreach and education efforts will be halted. WHEREAS childhood lead poisoning is one of the most serious environmental health hazards faced by children today; WHEREAS the Contra Costa County Lead Poisoning Prevention Project (LPPP) provides needed services to lead poisoned children, their families, health care providers and the community, as mandated by state law; WHEREAS over 300 lead poisoned children have been identified in Contra Costa County in the last three years; WHEREAS the LPPP, in partnership with community based organizations, will reach thousands more CCC children and families in the next year; WHEREAS funding for these services is threatened by proposed cuts from the Department of Health Services and a lawsuit by paint manufacturers; BE IT THEREFORE RESOLVED that the Contra Costa County Board of Supervisors supports full and continued funding of lead poisoning prevention efforts as mandated by the Childhood Lead Poisoning Prevention Act of 1991 and; BE IT FURTHER RESOLVED that the Board of Supervisors calls on other counties, families and residents to lend their support to full funding for lead poisoning prevention efforts. ==and certify that this is a true and correct copyot 6n action taken and entered on the minutes of the Board of Supervi Ors on the date shown.
